Abstract

ABSTRAK Berjalan kaki merupakan moda yang memiliki peranan penting terkait transportasi perkotaan. Peningkatan kualitas fasilitas pejalan kaki di suatu kawasan (walkability) dapat mendorong orang untuk berjalan kaki. Kawasan perguruan tinggi merupakan kawasan yang membututuhkan fasilitas pejalan kaki yang baik, sehingga dapat memfasilitasi mahasiswa untuk memenuhi berbagai kebutuhan sehari-hari dengan hanya berjalan kaki. Studi ini bertujuan menentukan nilai indeks walkability untuk kawasan 20 kampus perguruan tinggi di kota Bandung dan menganalisis hasilnya. Studi ini menggunakan metode dan instrumen penilaian yang digunakan dalam studi Horacek et al. (2012), dengan melakukan beberapa penyesuaian berdasarkan regulasi yang berlaku di Indonesia. Dari hasil penilaian, hanya terdapat satu kampus dengan nilai indeks walkability lebih besar atau sama dengan 55, yang artinya cukup baik untuk untuk berjalan kaki. Sementara 19 kampus lainnya memiliki nilai indeks walkability kurang dari 55, yang artinya masih buruk untuk berjalan kaki. Dari 12 aspek yang dinilai, semua kampus telah memiliki fasilitas permanen untuk berjalan paling tidak di salah satu sisi jalan. Sementara untuk aspek bikeability, tidak terdapat satupun kampus dengan fasilitas yang layak layak untuk aspek tersebut. Hasil tersebut mengindikasikan bahwa sebagian besar kawasan yang dinilai, belum mampu memenuhi kebutuhan pejalan kaki and menarik minat orang untuk berjalan kaki. Kata kunci: berjalan kaki, pejalan kaki, walkability, kawasan perguruan tinggi, transportasi perkotaan  ABSTRACT Walking is one of the most important mode in urban transportation. Increasing the quality of the pedestrian’s facilities in specific area (walkability) may encourage people to walk. Higher Education Institutions Area is an area that needs good pedestrian facilities, so it can facilitate their students to meet their daily necessities by walking. This study aims to determine the walkability index score for 20 higher educational institutions campus area and analyze its result. This study is using the assessment method and instrument that were being used on Horacek et al. (2012) studies, with adjusting the parameters using Indonesian regulations. From the results of the assessments, there’s only one campus with overall walkability index score greater than or equal to 55, which means fair enough for walking. While the other 19 campuses have walkability index score lower than 55, which means poor for walking. From 12 aspects that being assessed, all campuses already have permanent walking facility at least on one side of the road. But none of the campuses have a good bikeability facilities. These results indicate that most of the campuseses that were being assessed, hasn’t been able to fulfill pedestrian needs and attracts people to walk. Keywords: walking, pedestrian, walkability, higher education institutions, urban transportation

Abstract

ABSTRACT In order to increase development, the Government is massively infrastructure. Sources of funding for toll road investments under the Public Private Partnerships (PPP) schemes are mostly derived from loans, thus requiring investors to manage cash flow in order to service debts on time. Revenue has a very significant effect on cash flow, while revenue itself is highly dependent on traffic volume. Hence, the accuracy of forecasting the amount of traffic as a reflection of revenue has an important role in determining the feasibility study of toll road investment. The risk in transportation projects is the duration and significance of the transition period from the initial/start operation to the stable traffic level, this period is known as the ramp-up period. This study uses monthly data on 4 cases study as data entry and analysing in the ‘Minitab’ software. From the regression analysis it is known that the profile of the traffic distribution at toll roads in Indonesia is a concave model which means that the amount of traffic has a tendency to increase from time to time and a significant traffic growth ratio significantly occurs from the start of service opening. The F-test analysis statistically known JORR has the shortest ramp-up duration of 9 months and BORR, Waru-Juanda and Bali Mandara respectively 42, 44 and 48 months.
