Abstract

In order to implement good public service, bureaucracy reform principles are being applied by multitudinous government institutions. The House of Representatives of the Republic of Indonesia with the Center for Drafting Laws as its expert institution in drafting law has constructed an innovation which is called the Public Participation in Drafting Laws application as a realization of the earlier principles. This research was designed to evaluate the implementation of bureaucracy reform values in the Public Participation in Drafting Laws application. Moreover, this research used a qualitative descriptive approach as a way to acquire comprehensive understanding about the application of bureaucracy reform points in the released innovation as a main focus of the research. Researcher used Implementation Evaluation Model Theory by Stake as the grand analysis. In addition, essential data to strengthen this study was collected by doing several methods such as interview, observation, and literature study. The result of this research reports that the principles in the transformation of the bureaucracy ecosystem have been implemented by the House of Representatives in the Public Participation in Drafting Laws application in several occasions such as planning, providing resources, coordinating, and monitoring. However, implementing and evaluating require to be developed as a way to ameliorate this innovation.

Abstract

The governments of Indonesia will relocate the capital city in Borneo Island which is called Nusantara Capital City in 2024. This government agenda was designed due to massive ecological and social problems which made Jakarta cannot be a central administration of Indonesia. Nevertheless, multitudinous indigenous people live in the sphere of the proposed region. As a consequence, the authorities of Indonesia should accommodate their participation in order to construct an inclusive capital city which can be lived appropriately. Based on the earlier situation, this research was designed to investigate indigenous people participation as a representation of an inclusive city in Nusantara. Qualitative descriptive method was used to expose comprehensive understanding about local communities' participation to construct an inclusive city in Nusantara. Researcher used Public Participation Theory as the grand analysis. In addition, essential data to strengthen this study was collected by doing several methods such as interview, observation, and literature study. The result of this research explains that the authorities of Indonesia should optimize indigenous people participation. The optimization of local participation can be implemented by constructing a suitable platform which can accommodate their participation electronically. Moreover, massive socialization should be applied as a way to promulgate local communities participation during the governance agendas in the Nusantara Capital City.

Abstract

Presently, Indonesia is facing multitudinous arrival waves of Rohingya immigrants due to the existing conflict between the military junta of Myanmar and Rohingya communities in Rakhine State. In spite of the authorities of Indonesia have not signed the Convention of 1951 and the Protocol of 1967 about the asylum-seekers, on the other hand, Indonesia is still opening its border for the earlier displaced people due to several humanitarian-related regulations: the second point of Pancasila, the article 28 G verse 2, and the Act Number 39 Year 1999. This paper evaluates measures of the Indonesian governments in handling the asylum-seekers of Rohingya by using the Theory of the Humanitarian Assistances for the Refugees which contains several aspects namely: Coordination, (2) Clear Policies, (3) Humanitarian Actors, (4) Humanitarian Spaces, (5) Crisis Contingency Plans, and (6) Impacts to the Social. Required data is gained by several techniques such as doing interviews, analyzing literature study, and making observations. The research reveals that in general, the governments of Indonesia have implemented required schemes such as (1) doing coordination with numerous stakeholders, (2) having clear regulations as guidelines, (3) mapping humanitarian parties, (4) allocating temporary settlements, and (5) preventing the future risks. However, for preventing social conflict with local people, the governments were not optimal in doing two agendas: making assimilation and ceasing the circulation of disinformation about Rohingya people on the internet.
