Abstract

Expenditures for Information Technology (IT) and Information Systems (IS) globally are significant and continue to increase each year. With such substantial spending, it is crucial to demonstrate the business values of the investments made. To identify these business values, the Generic IT/IS Business Values Table can be used. The process of identifying business values requires in-depth study and references from various sources. With technological advancements, previous research data can be utilized as a knowledge base model in an expert system, serving as a tool to facilitate the analysis of business values. The prototype of the expert system is developed using the C# programming language and SQLServer database as its foundation. The initial learning data is derived from the business values of six case studies categorized into three types: Industry Type, Project Type, and Investment Type. The search method used as a logical inference mechanism for analysis is forward chaining. The prototype of expert system adopts the Human in the Loop approach, enabling users or experts to intervene in the results and recommendations generated by the system. Testing is conducted through simulation of case study analyses to assess the performance of the built algorithm. The test results show that the prototype can provide additional information to users for conducting a study on the business values of IT/IS. This information consists of relevant and significant business values as well as cause-and-effect relationships of the identified business values. Pengeluaran belanja Sistem Informasi (SI)/Teknologi Informasi (TI) secara global sangat besar dan terus meningkat setiap tahunnya. Dengan belanja yang besar maka investasi yang dilakukan perlu diperlihatkan manfaat bisnisnya. Untuk melakukan identifikasi manfaat bisnis dapat menggunakan Tabel Manfaat Bisnis SI/TI Generik. Proses identifikasi manfaat bisnis membutuhkan kajian yang mendalam serta membutuhkan referensi dari berbagai sumber. Dengan kemajuan teknologi, data penelitian terdahulu dapat digunakan sebagai knowledge base model dalam suatu sistem pakar sehingga menjadi alat bantu untuk mempermudah proses analisis manfaat bisnis. Perancangan purwarupa sistem pakar dikembangkan dengan menggunakan bahasa pemrograman C# dan basis data SQLServer. Data pembelajaran awal menggunakan data manfaat bisnis dari 6 studi kasus yang dikelompokkan berdasarkan 3 kategori yaitu Tipe Industri, Tipe Proyek dan Tipe Investasi. Metode pencarian yang digunakan sebagai logical inference mechanism untuk melakukan analisis adalah forward chaining. Purwarupa sistem pakar menggunakan pendekatan Human in the Loop sehingga pengguna atau pakar dapat melakukan intervensi dari hasil rekomendasi yang dihasilkan oleh sistem. Pengujian dilakukan melalui simulasi kajian studi kasus untuk melihat apakah algoritma yang sudah dibangun berjalan dengan baik. Hasil dari pengujian menunjukkan bahwa purwarupa dapat memberikan informasi tambahan kepada pengguna dalam melakukan kajian manfaat bisnis SI/TI. Informasi tersebut berupa manfaat bisnis yang relevan dan signifikan serta hubungan sebab akibat dari manfaat bisnis yang teridentifikasi.

Abstract

Background:  Digital transformation has increasingly positioned Information Technology (IT) as a strategic enabler of public service quality, transparency, and data-driven decision-making. Within the Indonesian National Police (Polri), however, fragmented applications, limited data integration, and the absence of comprehensive IT governance have constrained the strategic value of digital initiatives. Objective:  This study examines the evolution of IT's role in Polri from administrative support to a strategic enabler and analyzes how IT leadership and governance mechanisms have facilitated this transition. Methods:  A qualitative approach was employed using the IT Strategic Grid framework. Data were collected through document analysis of 12 strategic and administrative documents, field observations at three Polri public service units, and international benchmarking with police organizations in the United Kingdom, India, and Singapore. Results:  The findings indicate that Polri's IT role has evolved from the Support quadrant, characterized by isolated administrative automation, to the Turnaround quadrant through the implementation of digital public services such as SIM Online, SKCK Online, E-Tilang, and SP2HP. The establishment of the ICT Committee and the development of the Presisi SuperApp have further accelerated the transition toward the Strategic quadrant by strengthening governance, service integration, and data-driven decision-making. Nevertheless, application fragmentation, interoperability limitations, cybersecurity challenges, and organizational readiness remain significant barriers to achieving fully integrated digital governance. Conclusion:  The study demonstrates that governance mechanisms and IT leadership, rather than technology alone, are the primary drivers of IT role evolution in Polri. The findings extend the application of the IT Strategic Grid to policing institutions.
