Abstract

This study focuses on building bureaucratic integrity through the implementation of the Integrity Zone at the General Election Commission of East Java Province. A qualitative descriptive approach was employed, with data collected through observation, interviews, and documentation. The study utilized both primary and secondary data, which were analyzed using the interactive model of Miles, Huberman, and Saldaña, consisting of data collection, data condensation, data display, and conclusion drawing. The findings indicate that the implementation of the Integrity Zone at the General Election Commission of East Java Province has been carried out effectively based on the dimensions of communication, resources, disposition, and bureaucratic structure. Communication was implemented effectively through formal and informal coordination, while limitations in human resources were addressed through optimized coordination and task distribution. Furthermore, leadership commitment, the internalization of the MAKARYO work culture, and a bureaucratic structure supported by clear task allocation, standard operating procedures, and continuous monitoring contributed to successful implementation. This study demonstrates that the achievement of the Corruption-Free Area (WBK) designation is determined by the synergy of effective communication, resource management, implementers' commitment, and a bureaucratic structure that supports the implementation of the Integrity Zone.
