Abstract

Penelitian ini menganalisis persoalan terkait keterwakilan perempuan dalam pemilihananggota DPRD Kabupaten Dairi pada periode tahun 2019-2024. Metode pendekatan yangakan digunakan adalah kualitatif yang disajikan dalam bentuk deskriptif, yaitu metode yangmemberikan suatu gambaran yang jelas tentang sistemtis permasalahan - permasalahan yangsedang dikaji. Teknik yang digunakan dalam proses pengumpulan data adalah teknikwawancara dan teknik dokumentasi. Teknik analisis data menggunakan model interaktifMiles and Huberman, yaitu suatu teknik yang disajikan dalam bentuk reduksi data,penyajian data dan penarikan kesimpulan. Hasil penelitian ini memperlihatkan tentangkondisi dan situasi terkait keterwakilan perempuan dalam proses pemilihan anggota DPRDKabupaten Dairi pada periode tahun 2019-2024 yang masih menunjukkan presentasedibawah 30% hal ini disebabkan oleh beberapa problematika, yaitu adanya budaya patriarkiyang masih melekat di masyarakat sehingga urusan - urusan yang berkaitan dengan politikatau partai politik lebih identik dilakukan dan dikerjakan oleh kaum laki-laki. Kemudianjuga terdapat beberapa faktor yang menunjukkan masih rendahnya tingkat angka kesadaranwanita di Kabupaten Dairi, serta adanya pengaruh politik atau partai politik yang masihkurang, hal tersebut juga membuat situasi dan kondisi perempuan sulit untuk terlibat secaralangsung atau tidak langsung dalam berkompetisi dan bersaingan serta berkontribusi dengan kaumlaki - laki.

Abstract

This study aims to analyze the influence of policy effectiveness and efficiency on public trust and the use of the Trans Siginjai public transportation system in Jambi City. The research background stems from the low public interest in using Trans Siginjai services since its operation in 2017, as reflected in the relatively small number of daily passengers. This research employs a quantitative method with an explanatory approach. Primary data were collected through a Likert-scale questionnaire distributed to 100 respondents determined using the Slovin formula, while secondary data were obtained from official documents and local media publications. Data were analyzed using the Structural Equation Modeling–Partial Least Squares (SEM-PLS) method with the assistance of SmartPLS 4 software. The results show that both effectiveness and efficiency have a positive and significant effect on public trust, while trust significantly influences the level of Trans Siginjai usage. These findings emphasize that the success of public transportation policy depends not only on operational efficiency but also on the government’s ability to build public trust through consistent and high-quality service delivery.

Abstract

The phenomenon of homeless individuals and beggars (gepeng) in Jambi City remains a significant and ongoing social issue, indicating that efforts to address poverty and urban social vulnerability have not yet been fully effective. Although the local government, through the Jambi City Social Affairs Office, has implemented a Social Rehabilitation Program aimed at restoring beneficiaries’ social functioning through outreach, social assessment, social guidance, skills training, and family reunification, the presence of gepeng in public spaces continues to fluctuate from 2022 to 2024. This study analyzes the effectiveness of the program’s implementation, particularly the social guidance component, using a qualitative case study approach. Data were collected through in-depth interviews, field observation, and documentation review, and analyzed using George C. Edward III’s policy implementation theory, which emphasizes communication, resources, disposition, and bureaucratic structure. The findings show that the program has been carried out procedurally and humanely; however, its effectiveness remains limited due to insufficient numbers of social workers, weak and unsustained economic empowerment support, and inadequate post-rehabilitation monitoring. As a result, some beneficiaries return to the streets after completing the program. Therefore, strengthening inter-agency communication, increasing resource capacity, integrating sustainable economic empowerment initiatives, and improving consistent monitoring systems are essential steps to achieve long-term and more sustainable reductions in homelessness in Jambi.
