Abstract

The implementation of the local government can not be separated from the budget. In Regulation No. 13 of 2006, the draft budget work units contained in a document called the Draft Budget Unit (Rask). Rask standard includes expenditure analysis, a benchmark of the performance of standard costs as the principal instrument in the budget performance. The budget is important because it is used in the allocation of funds for the implementation of local government activities. In budgeting involvement of various work units (SKPD) in Manado City Government is indispensable. This is to improve the effectiveness and efficiency of governance and public service. This study aims to analyze Effect of Commitment, Quality of Human Resources, Leadership Style, to the ability of Local Government Budgeting in Manado. Sources of data in this study are primary data and secondary data in the form of a questionnaire. The population in this study is the employee on education (Department and Agency) Manado, and in this study the sampling method used was judgment sampling, the sample in this study is the Secretary, Head of Division (third tier). Data used in this study is mainly qualitative data were quantified by using multiple regression analysis. To test the quality of the data with validity and reliability. Besides testing the classical assumption of normality, multicollinearity and heteroscedasticity. The research proves that in partial Commitment, Quality of Human Resources does not affect the ability of Budgeting in Local Government Leadership Style Manado while variable positive effect on the ability of Local Government Budgeting in Manado.

Abstract

Covid-19 has reduced the competitiveness of micro businesses. Women as micro-entrepreneurs are also affected by this. In order to support the sustainability of micro businesses in the midst of this crisis, the community service team conducted community service in Kembes 1 Village, Minahasa Regency. The target subjects of this service are women entrepreneurs who are engaged in selling food, cakes and beverages. In this service, business actors are encouraged to innovate the products they sell, one of which is by utilizing the main commodity which is abundant in Kembes Village, namely coconut fruit. Business women are taught to process coconut fruit into durable coconut milk which is sold to residents' homes, food stalls and supermarkets. The coconut processing process is carried out hygienically using a special tool that the team has provided. Business women are trained to identify opportunities in the midst of a crisis and to improvise by utilizing resources (coconuts) as a product that the community tends to need. Based on this community service activity, as a follow-up, business actors need to establish good relationships with customers as a form of building trust and networking. This is important because trust and networking can enable businesses to survive a crisis. In addition, policy makers such as the village government should support the effort to use brand for this product for easily sell in supermarket. Furthermore, assistance and support during times of crisis are very important to support their going concern.

Abstract

Desa Kembes 1 sampai saat ini 80 % mata pencaharian masyarakat adalah petani berkebun, dan hasil dari berkebun belum dapat memenuhi kebutuhan keluarga, sehingga masih banyak keluarga yang berpenghasilan rendah, dari gambaran desa yag ada sangat dibutuhkan bantuan melalui program pemberdayaan kepada masyarakat yang diharapkan dari program pemberdayaan kepada masyarakat dapat memberikan solusi terhadap permasalahan yang ada. Ibu-ibu rumah tangga merupakan sasaran dari program pemberdayaan ini, untuk nantinya diberdayakan melalui ilmu pengetahuan dan keterampilan menjadi wirausahawan sehingga dapat meningkatkan penghasilan keluarga. Pemberdayaan melalui pembuatan kue gelang dan kue roda merupakan kegiatan yang akan dilaksanakan dalam kegiatan pemberdayaan masyarakat pemula (PMP), tujuan program ini membentuk kelompok usaha yang mandiri dan berkelanjutan dalam mengembangkan usaha kue gelang dan kue roda. Dan pada akhirnya melalui kelompok usaha Ibu-ibu rumah tangga yang ada di Desa Kembes 1 dapat menghasilkan produk kue khas daerah yang dapat dijual sampai ke luar daerah, sehingga dapat meningkatkan pertumbuhan ekonomi daerah.
