Abstract

Bandung city has great potential in the field of youth and sports, which is marked by the first national level youth title given by the Indonesian Ministry of Youth and Sports as well as various achievements in national and international sports. To improve the quality of this sector, more attention from the government is needed, one of which is in terms of infrastructure. One of the sub-districts of Bandung City which has quite a large youth and sports infrastructure is Gasibu Mini, Antapani Sub-district. This research was motivated by collaboration carried out by the Antapani District government with various stakholders in utilizing the Gasibu Mini sports infrastructure and Antapani Youth Space. Researchers use collaborative governance assessment theory which consists of three dimensions. The method used is descriptive with a qualitative approach. The result is that in the stakeholders representation dimension, the Antapani District has made decisions that adequately represent the interests of stakeholders and regularly communicates. In the distribution of authority dimension, there is a formal and informal division of authority, but supervision carried out by the District is not optimal and there is no MoU for implementing collaboration. Dimensions of accountability mechanisms, accountability is carried out by actors but there are still limited resources. The conclusion shows that the implementation of collaborative governance in the use of youth and sports infrastructure in Antapani District has been implemented but is not optimal in several dimensions.

Abstract

Permasalahan evaluasi kebijakan Peraturan Daerah Nomor 5 Tahun 2018 tentang pengembangan, penataan dan pembinaan pasar rakyat, pusat perbelanjaan dan toko swalayan dalam Pelaksanaan dan Penataan Pembangunan Pasar di Kabupaten Sumedang merupakan indikator paling nyata dalam kegiatan ekonomi masyarakat suatu wilayah. Penelitian ini dilatarbelakangi oleh 5 dimensi dari teori Howlett dan Ramesh (1995) effort, performance, effectiveness, efficiency, dan process. Penelitian ini menggunakan penelitian kualitatif dengan metode deskriptif. Sumber data diperoleh dari data primer dan melalui observasi langsung dan wawancara kepada Pemerintah Daerah, Satuan Polisi Pamong Praja, DISKOPUKMPP, Anggota DPRD, Pedagang, dan Masyarakat. Hasil penelitian dari 5 dimensi, effort evaluation program dan tujuan yang dikeluarkan oleh pemerintah untuk masyarakat (pedagang) pasar, performance evaluation output yang dihasilkan dari adanya pembangunan pasar, effectiveness evaluation kesesuaian tujuan pemerintah untuk meningkatkan pendapatan para pedagang dengan revitalisasi pasar, efficiency evaluation anggaran pembangunan pasar untuk peningkatan perekonomian masyarakat dan process evaluation menilai proses pembangunan pasar dan peraturan terkait.

Abstract

The objective of this study is to describe and analyze the implementation of the seven-steps of fun school movement in Singkawang City as a means to improve the quality of basic education in Singkawang City. The analysis was conducted using Merilee S. Grindle's policy implementation theory, which includes content and context variables. This study employed a descriptive qualitative method with an inductive approach. Data collection techniques included observation, interviews, and document studies. The results showed that the the seven-step fun school movement has accommodated the interests of all target groups, namely students, teachers, principals, parents, and the community. This program provides academic, social, and health benefits that are felt directly, fairly, and evenly. The movement also succeeded in encouraging positive changes in the cognitive, affective, and psychomotor aspects of the target groups, thus creating a more positive and student-centered school culture. However, the resources, including funding, human resources, and infrastructure, are still inadequate and need improvement. The implementation of this program involved various actors with different powers, interests, and strategies, but in general, it showed high commitment and support. The characteristics of the implementing agencies, such as a flexible organizational structure, a responsive organizational culture, and strong leadership, also supported the successful implementation. Based on the results of the study, it is recommended that the Singkawang City Government increase support and socialization of the program, as well as strengthen regulations. Schools are encouraged to continue to innovate and involve the entire school community. Parents and communities are expected to improve understanding and participation in the program.
