Abstract

The purpose of this research is to identify the influence of policy implementation on the construction of the Pekanbaru-Dumai toll road on the socio-economic conditions of the people of Bukit Kapur District, Dumai City. This research was carried out using a qualitative descriptive research method approach because this research explored the impact of toll road construction on the communities around the toll road, namely in Bukit Kapur District, where the construction of the Pekanbaru – Dumai Toll Road passes. Types and Sources of Data in this research are primary data and secondary data which include observation, non-participants, interviews and documentation. The results of the research show that the negative impact of the construction of toll roads is the use of very extensive land which will directly impact the land layout of agriculture as a whole, opening new residential and industrial areas which will directly reduce the area of agricultural land, road construction can also kill small businesses such as restaurants, grocery stores, cell phone counters and others along the Dumai - Pekanbaru highway which is now no longer the main route so they are no longer visited and the construction of toll roads hastened the demise of Pinang Kampai Dumai airport because land travel via toll roads is more efficient so now there are no more flights, while the positive impact of the construction of this toll road. The existence of toll roads will provide various conveniences, starting from cutting travel time between cities and facilitating the delivery of goods and logistics. The presence of economic opportunities for communities around the route and toll road gates so that the regional economy will grow higher so that welfare will also increase.

Abstract

This study aims to evaluate the quality of public services at the Agrarian and Spatial Planning Office of the National Land Agency (ATR BPN) in Landak Regency, West Kalimantan Province. The study employs a qualitative approach using observation and in-depth interviews with employees and service users. The analysis is based on the five service quality dimensions proposed by Parasuraman, Zeithaml, and Berry: Tangibles, Reliability, Responsiveness, Assurance, and Empathy. The findings indicate that the ATR BPN Landak office provides adequate physical facilities and basic services, such as comfortable waiting rooms, parking areas, children’s play areas, lactation rooms, and digital queue systems. However, significant challenges remain, including limited staff, absence of electronic payment (EDC) systems, unstable internet infrastructure, and limited digital literacy and socialization. These issues result in frequent delays in processing new land certificate applications, difficulty accessing information, and inconsistent service reliability. The study concludes that improving human resource capacity, technological infrastructure, and information communication are critical steps to enhance public service quality at ATR BPN Landak.

Abstract

This study aims to examine the role of capital expenditure in mediating the relationship between regional financial performance and economic growth in Aceh Province. The data source for this research uses secondary data sources from the Ministry of Finance and the Central Bureau of Statistics. Respondents in this study were local governments in Aceh with a total of 24 provincial, district, and city governments for 12 years from 2011-2022 period. The results of the analysis show that regional financial performance, as represented by the independence ratio, effectiveness ratio, efficiency ratio, harmony ratio, and personnel expenditure ratio, simultaneously has a positive and significant effect on capital expenditure. Meanwhile, the direct effect of capital expenditure allocation and regional financial performance is represented by the independence ratio, effectiveness ratio, efficiency ratio, harmony ratio, and personnel expenditure ratio, which simultaneously have a positive and significant effect on economic growth. This study found that the mediation of capital expenditure allocation on regional financial performance in Aceh province does not affect economic growth. Capital expenditure which is expected to be able to bridge regional financial performance indicators on economic growth, has not yet affected Aceh province.
