Abstract

The Village Consultative Body (BPD) has a joint task with the Village Head to plan and establish policies for implementing governance and the physical development of the Village. The Village Consultative Body (BPD) is also a representative of the community, in this case it can participate in supervising the implementation of development and administration in the village. In addition, the Village Consultative Body (BPD) is also obliged to facilitate the implementation of the duties of the Village Head. The reality of the problems that occur in the field is the lack of effectiveness of the BPD function in Policy Making. To analyze the problems that occur the author uses the theoretical reference put forward by Gibson in Winardi (2011: 28). The law used in this study is Law number 6 of 2014 concerning village article 61. This research uses a qualitative method with a descriptive approach using data collection techniques by interview, observation and documentation. The results of the research conducted by the authors say that the effectiveness of the function of the Village Consultative Body (BPD) in policy making has not been effective. This is because the BPD does not yet know their respective duties and functions, the Kadubale Village Consultative Body does not play a role in carrying out its duties, in the preparation and discussion of village regulations, in agreeing on Kadubale village regulations, the BPD only follows the directions given by the village head.

Abstract

The formulation in this research is "How to Implement the Outsourcing System and Socio-Economic Rights of Labor PT. Indosat Ooredoo (Case Study in Sales Area Attack) ? The method used is descriptive method. This research is done at PT. Indosat Ooredoo Sales Area Serang. While the informants consisted of all Partner Employees and Organic Employees of PT. Indosar Ooredoo Serang Sales Area, Service Banten Province Manpower and Transmigration, Banten Province Social Service and Members DPRD Banten Province. The results of the research concluded that, Implementation of the Outsourcing System and Rights Socio-Economic Labor of PT. Indosat Ooredoo (Case Study in Serang Sales Area) not yet running effectively, this is seen from various aspects: Aims and objectives outsourcing implementation guidelines, implementation measures for implementation guidelines outsourcing, resources relevant to the implementation of the outsourcing implementation, Departments/Agencies related to the implementation of outsourcing, outreach efforts and consistency, outsourcing implementation refers to statutory regulations, socio-economic rights of outsourced workers, supervision and training, mechanisms communication/coordination between agencies/agencies/entrepreneurs/SP/labor, influence economic, social and political environment towards the implementation of outsourcing

Abstract

Implementation of Pandeglang Regency Regional Regulation No. 12 of 2010 concerning "Franchise Implementation Guidelines" in Pandeglang Market is still not effective.The main problem in this research is: what is the implementation process of Pandeglang Regency Regional Regulation No. 12 of 2010 concerning Guidelines for Implementing Franchises in the Form of Modern Stores (Alfamart and Indomaret) case studies at Pandeglang Market?The research method used was descriptive method. This research was conducted at Pandeglang Market. Meanwhile, the informants consisted of Members and Secretariat of DPRD Pandeglang Regency, Head of Sub-division and Legislative Executors Legal Section of Pandeglang Regional Secretariat, Head of Administrative Unit of Integrated Licensing Service Agency Kab. Pandeglang, Head of Trade, Company Registration and Promotion Section, and Subdivision. Evaluation Planning and Reporting DISPERINDAGPAS Kab. Pandeglang, Head of UPT Pasar Pandeglang, Head of Pandeglang Market, Civil Servant Investigator SATPOLPP Kab. Pandeglang, Head of District Spatial Planning Division. Pandeglang, Indomaret and Alfamart Management, Indomaret and Alfamart Pandeglang Market Franchisees, Pandeglang Market Rhino Cooperative, and Pandeglang Market Traditional Traders. The results of the study concluded that the implementation of Pandeglang Regency Regional Regulation Number 12 of 2010 concerning Guidelines for Franchise Organizations in the Form of Modern Stores (Alfamart and Indomaret) case studies at Pandeglang Market have not been effective, this can be seen from various aspects: Policy Size and Objectives, Resources in implementing the guidelines for the implementation of franchising in Pandeglang Regency, Characteristics of Implementing Agents, Implementing Attitudes/Trends as well as Inter-Organizational Communication and Executing Activities.
