Abstract

Implementasi collaborative governance merupakan penerapan tata kelola melalui kerja sama antaraktor dalam menyelesaikan permasalahan publik secara partisipatif dan efektif. Penelitian ini bertujuan menganalisis implementasi collaborative governance antara Pemerintah Desa Saluassing dan Puskesmas Bambang dalam pelaksanaan program pelayanan kesehatan di Kecamatan Bambang, Kabupaten Mamasa. Penelitian menggunakan metode kualitatif dengan desain studi kasus. Informan berjumlah tujuh orang yang dipilih melalui teknik purposive sampling. Hasil penelitian menunjukkan bahwa kolaborasi telah berjalan cukup baik, tetapi belum optimal, pada aspek kondisi awal, desain kelembagaan, kepemimpinan fasilitatif, dan proses kolaboratif. Kendala yang ditemukan meliputi rendahnya partisipasi masyarakat, belum optimalnya edukasi Perilaku Hidup Bersih dan Sehat (PHBS), belum lengkapnya penerapan sistem lima meja Posyandu, keterlibatan tenaga kesehatan yang belum konsisten, serta keterbatasan sarana pendukung. Secara praktis, diperlukan standar operasional prosedur (SOP) kolaborasi, koordinasi berkala, penguatan kapasitas kader, dan dukungan sumber daya agar pelayanan kesehatan berlangsung efektif dan berkelanjutan.   Abstract   Collaborative governance is a governance approach that brings multiple actors together to address public problems through participatory and effective mechanisms. This study aimed to analyze collaborative governance between the Saluassing Village Government and the Bambang Community Health Center in implementing health service programs in Bambang District, Mamasa Regency. A qualitative case study design was used. Seven informants were selected through purposive sampling. The findings indicate that collaboration has functioned reasonably well but remains suboptimal across the dimensions of starting conditions, institutional design, facilitative leadership, and the collaborative process. Key constraints included low community participation, inadequate Clean and Healthy Living Behavior (PHBS) education, incomplete implementation of the five-table Posyandu system, inconsistent involvement of health personnel, and limited supporting facilities. Establishing collaborative standard operating procedures, conducting regular coordination, strengthening cadre capacity, and improving resource support are necessary to enhance the effectiveness and sustainability of health service delivery.
