Abstract

This study examines how certain factors moderate opportunistic budgeting behavior in North Maluku Province by focusing on achieving strategic marketing outcomes. Financial data from the past decade across ten districts/cities, including capital expenditure, regional original revenue, general allocation fund, remaining over-budget calculations, and opportunistic behavior of budgeting, were analyzed using the Moderating Analysis Regression (MRA) model. The findings of this study are as follows: (1) Regional Original revenue significantly impacts the opportunistic behavior of budgeting within districts/cities in North Maluku Province; (2) general allocation funds significantly influence the opportunistic behavior of budgeting within districts/cities in North Maluku Province; (3) the remaining over-budget calculations do not significantly affect the opportunistic behavior of budgeting within districts/cities in North Maluku Province; (4) capital expenditure does not moderate the relationship between Regional Original income and the opportunistic behavior of budgeting in districts/cities in North Maluku Province; (5) capital expenditure does not moderate the relationship between general allocation funds and the opportunistic behavior of budgeting in districts/cities in North Maluku Province; and (6) capital expenditure does not moderate the relationship between the remaining over-budget calculations and the opportunistic behavior of budgeting in districts/cities in North Maluku Province.

Abstract

The effectiveness of government's regional drinking water company (PDAM) in Tidore Islands City depends heavily on the quality of its human resources, which is critical for overcoming challenges and capitalizing on opportunities. The purpose of this study is to investigate the difficulties faced by PDAM in Tidore Islands City concerning the quality of their human resources and service delivery. The study suggests strategies for enhancing human resource development and promoting a culture of integrity to improve organizational efficiency and customer satisfaction. This study employs a qualitative, descriptive methodology. Integrating the PDCA concept and model in human resource development at the Tidore Islands City PDAM has substantially improved training procedures, assessment, and evaluation. However, some areas require further development, particularly in aligning training activities with organizational objectives and addressing policy implementation gaps. Training initiatives, guided by the toma loa se banari culture, aim to improve employee competence, professionalism, and service quality, emphasizing the significance of ongoing training to meet changing company needs and ensure quality service delivery.

Abstract

This study aims to investigate the role of government, community, and marketing strategies in the development of tourism in Tidore Islands City, Indonesia. The study focuses on the importance of sustainable tourism development and the factors that contribute to it. 398 respondents were collected using accidental sampling. This research uses Structural Equation Modeling (SEM). The regression analysis revealed significant findings regarding the impact of various factors on tourism development and tourist visiting decisions. Both the marketing mix and local government policies exhibited significant effects on tourism development. Community involvement did not show a significant impact on tourism development. Regarding tourist visiting decisions, only government policies were found to have a significant effect. Community involvement did not significantly influence tourist visiting decisions, while tourism development itself did not significantly affect these decisions either. Tourism development mediated the influence of the marketing mix, government policies, and community involvement on tourist visiting decisions.
