Abstract

This research aims to determine the effectiveness of utilizing PEN funding assistance. The research method used is descriptive qualitative. The results of the research concluded that, the absorption of the PEN budget for village road construction has not been optimal, this can be seen from the insufficient budget to complete the village road construction project. The human resources involved in the village road construction project have not fully utilized or involved the Buhu Village community. The implementation of road construction projects was not completed on time. This can be seen from the mismatch in the planned time with the fact that to date the road construction project has not been completed

Abstract

This research aims to determine the role of Posyandu cadres in preventing stunting in Botuwombato Village, Kwandang District, North Gorontalo Regency. This research consists of three focuses, namely Socialization, Facilitator, and Educator. The research method used is descriptive qualitative. The research results concluded that the socialization role of Posyandu cadres was not optimal. This can be seen from socialization activities that are situational in nature and not carried out intensively. The role of the Posyandu cadre facilitator is optimal. This can be seen from the alert attitude of the Posyandu cadres in providing assistance to people in need, especially to the target group, namely breastfeeding mothers, pregnant mothers and mothers with babies and toddlers. The educational role of Posyandu cadres is not optimal, this is because the average level of education of Posyandu cadres is still low.

Abstract

This research aims to determine the transparency of government governance by the Head of Bubalango Village, East Sumalata District, North Gorontalo Regency. The focus in this research is fairness, accountability, and professionalism. The research method uses a descriptive qualitative approach. Data collection techniques were carried out through in-depth interviews with a number of informants, observation and recording secondary data related to the research problem. The results of the research concluded that, fairness does not yet exist completely because village governance has not been implemented well as in policies perceived by the community, accountability in governance does not run in accordance with village legislation, where in terms of responsibility for workers or errors by officials other villages and professionals in government governance in Bubalango Village are not yet owned by village officials or village governance has not been optimally carried out by village officials in providing excellent service to the community so that the community gets comfort and good service provided by the Bubalango Village District government East Sumalata, North Gorontalo Regency.

Abstract

Dana kapitasi JKN dikelola dan dimanfaatkan oleh puskemas sesuai dengan ketentuan peraturan perundang-undangan di bidang pengelolaan keuangan daerah. Puskesmas Pinogu adalah salah satu Puskesmas yang ada di Kabupaten Bone Bolango telah lima kali menerima Dana Kapitasi JKN dari BPJS. Akan tetapi pengelolaan dana kapitasi JKN belum efektif dilakukan atau pengelolaannya belum maksimal dan sesuai dengan peruntukannya, Penelitian ini menggunakan jenis penelitian deskriptif kualitatif. Penelitian ini bertujuan untuk mengetahui tentang gambaran pengelolaan dana kapitasi JKN di Puskesmas Pinogu Kabupaten Bone Bolango. Dengan menggunakan fokus perencanaan, pelaksanaan, dan pengawasan. Berdasarkan hasil penelitian menunjukan bahwa aspek perencanaan sudah optimal yakni perencanaan telah disesuaikan dengan penganggaran yang tersedia dan usulan kebutuhan Puskesmas yang menjadi prioritas dana operasional kesehatan. Sementara dalam pelaksanaan belum maksimal dikarenakan penggunaan dana kapitasi belum secara keseluruhan dapat direalisasikan penggunaannya, khususnya pada dana operasional Kesehatan. Serta dari aspek pengawasan belum efektif. Karena masih terdapat temuan rendahnya penyerapan anggaran atau belum terealisasinya anggaran dana kapitasi khususnya dana operasional kesehatan pada Puskesmas Pinogu setiap tahun berjalan. Disarankan perencanaan Dana Kapitasi yang sudah baik perlu dipertahakan dan bisa tingkatkan lagi oleh petugas pengelola yang berada di Puskesmas Pinogu. Dan perlunya peningkatan kapasitas bagi petugas pengelola Dana Kapitasi JKN, seperti mengikutsertakan petugas pengelola Dana Kapitasi dalam pelatihan-pelatihan khusus yang berhubungan dengan pengunaan atau pengelolaan keuangan. Serta perlunya instansi terkait dalam hal ini BPJS, Dinas Kesehatan, Badan Keuangan, serta Inspektorat Daerah agar dapat secara intensif melakukan pengawasan mengenai pengelolaa penggunaan Dana Kapitasi Jaminan Kesehatan Nasional oleh Puskesmas, agar penggunaan Dana Kapitasi lebih efektif, efisiensi dan akuntabel.
