Abstract

Many researchers are interested in evaluating the quality of safety cultures, particularly in the mining industry. Keputusan Dirjen Minerba Nomor 185 Tahun 2019, in Element II of the initial review section, has developed a five-level safety culture maturity assessment framework. This study aims to investigate the conceptualization and foundation of developing safety culture maturity levels in the mining sector and provides an educational overview of the application of the developed model with five cultural maturity levels: basic, reactive, planned, proactive, and resilient. This research employs a systematic review methodology using the literature review method. Databases such as Google Scholar and Science Direct were utilized, focusing on specific keywords: "safety culture maturity level," "safety culture maturity level model," "safety maturity level," and "mining." Ten pertinent articles were examined as part of the review process. The methodology used in the development, evaluation, and implementation of safety culture maturity levels involved conducting interviews, utilizing matrices, Focus Group Discussions (FGDs), questionnaires, and literature reviews. The primary goal of the bulk of the publications included in the sample was to create a safety culture maturity level model suitable for application within the mining sector. The literature review revealed that the methodologies employed in these publications are aligned with the five levels of safety culture maturity as stated in Keputusan Dirjen Minerba Nomor 185 Tahun 2019. This comprehensive study discovered that the maturity assessment evaluation identified five identical safety culture maturity levels in each model advancement, consistent with Keputusan Dirjen Minerba Nomor 185 Tahun 2019 in the initial review part. The study provides clear and informative descriptions of the application of the five-level cultural maturity model in the mining sector.

Abstract

Coal mining activities involve three main activities, namely loading, hauling, and dumping. This research focuses on the technical study of overburden (OB) dumping highdump activities In Pit Dump area with the aim of planning, implementing and evaluating technical, operational, economic, and HSE aspects. This research method includes field observations, stage plan making, and high dumping over water. Actual conditions show a difference in critical dumping height over water with geotechnical recommendations to minimize landslide risk and potential hazards. The study involved the collaboration of Mine Engineer, Geotech Engineer, Safety, and Production, and the use of equipment such as Komatsu HD 785 and Komatsu Dozer D155 & D85. The results showed that these changes could be carried out productively and safely, supporting coal production targets and adding economic value to the government and Mining Business License holders.

Abstract

Energy conservation is a strategic aspect in supporting operational efficiency and environmental sustainability in the mining sector. PT Putra Perkasa Abadi (PPA) Site Borneo Indobara is committed to implementing an energy management system based on ISO 50001:2018 as part of the national policy implementation, particularly referring to Government Regulation No. 33 of 2023 on Energy Conservation. This study aims to evaluate the implementation of internal energy audits and external ISO 50001:2018 audits conducted in 2024, focusing on strengthening the energy management system within coal mining operations. The research method employs a descriptive evaluative approach based on document analysis of internal and external energy audits. The evaluation is carried out using Energy Performance Indicators (EnPI), Energy Baseline (EnB), and the Cumulative Sum (CUSUM) method to assess energy performance trends. The results indicate that PT PPA has implemented a structured and integrated energy management system in accordance with ISO 50001:2018 standards and national energy conservation regulations. The implementation of energy audits supports the enhancement of energy management policies, including the identification of Significant Energy Use (SEU), monitoring of energy consumption, and the development of efficiency programs based on operational data. The external audit conducted by Sucofindo International Certification Services further validates the energy management system in place. This study highlights the importance of energy audits as an instrument to strengthen energy conservation implementation in the mining sector, aligning with government policies to promote energy efficiency and carbon emission reduction.

Abstract

The mining sector in Indonesia inherently involves high OSH (Occupational Safety and Health) and Environmental risks, necessitating strict adherence to regulations like Ministerial Decree of Energy and Mineral Resources No. 1827/2018 and Directorate General of Mineral and Coal Decree No. 185/2019. PT Putra Perkasa Abadi (PPA) at the Borneo Indobara Site launched the Indobara Pillar Program to optimize SHE (Safety, Health, Environment) performance and achieve "gold category" status. This research aims to analyze the effectiveness of the program's implementation from February to June 2024, and to identify its supporting and hindering factors. As a case study, this research will describe the implementation process, evaluate target achievement, and analyze influencing factors. Despite the program's launch, January 2024 data showed initial challenges: 67% overall program achievement, with only 38% of programs being effective. Key issues included inconsistent monitoring, unsuitable forms, poor synchronization of internal leading indicator data, insufficient understanding among SHE Group Leaders, and suboptimal personal safety awareness. These challenges directly impacted SHE performance targets. In conclusion, this in-depth analysis is expected to identify how the Indobara Pillar Program can be optimized, contribute to OSH/SHE literature, and enhance the company's safety culture comprehensively.
