Abstract

The current fundamental problem is the low national research budget, as well as the lack of domestic product innovation so that it will have an impact on the lack of innovation in creating the latest products and defense technology that is still unable to be produced domestically and requires imports of raw materials. This will be potentially bad for a country's national resilience with the country's dependence on foreign products, which will pose a vital risk to the survival and resilience of the nation in the face of crisis. National resilience as the ability of a country to protect its welfare, identity, and political integrity actual and potential threats. There are several elements in the form of ideological, political, social, economic and military. The purpose of this study is to analyze the potential of the research budget in increasing the independence of national products and formulate recommendations in optimizing government policy. This research uses a qualitative descriptive method with a literature study approach, collecting secondary data sourced from official reports, journal articles, and government publications related to the topic of this research. Analysis is conducted on the current condition of imported product dependence and domestic product innovation capacity, when looking at opportunities and challenges in increasing national product independence. The results of this study show the potential of the research budget. If the research budget is increased in order to make the latest innovations and produce domestic strategic products, in order to increase the independence of national products, there is great potential for innovation and encourages the acceleration of the latest strategic innovations in domestic products. So that it can be expected to be a reference for the government in increasing the independence of national products so as to reduce dependence on imported products.

Abstract

Abstrak Pendekatan berbasis data dalam penilaian cost dan risk dalam rencana strategis pertahanan merupakan aspek penting dalam menghadapi dinamika keamanan global yang terus berkembang. Artikel ini menyoroti pentingnya pendekatan ini dengan memanfaatkan data historis, analisis prediktif, dan model simulasi untuk memberikan wawasan yang mendalam tentang faktor-faktor yang memengaruhi biaya dan risiko dalam strategi pertahanan. Berdasarkan kerangka teori yang disusun, artikel ini menggunakan metode deskriptif kualitatif dengan pendekatan studi pustaka untuk menganalisis keterkaitan antara cost, risk, dan kekuatan militer berdasarkan data. Hasil analisis menunjukkan adanya hubungan erat antara alokasi anggaran dan kesiapan pertahanan suatu negara, meskipun penurunan anggaran tidak selalu berkorelasi dengan penurunan kesiapan militer. Kesimpulannya, artikel ini menegaskan perlunya strategi manajemen risiko yang cerdas dan pendekatan berbasis data dalam merumuskan rencana strategis pertahanan untuk memastikan kesiapan yang optimal dalam menghadapi tantangan keamanan yang kompleks dan terus berkembang. Kata Kunci: Biaya, risiko Strategi Pertahanan, Kekuatan Militer, Data Abstract A data-driven approach to cost and risk assessment in defense strategic plans is an important aspect in the face of evolving global security dynamics. This article highlights the importance of this approach by utilizing historical data, predictive analysis, and simulation models to provide deep insights into the factors that influence cost and risk in defense strategy. Based on the theoretical framework, this article uses a qualitative descriptive method with a literature study approach to analyze the relationship between cost, risk, and military power based on data. The results of the analysis show a close relationship between budget allocation and a country's defense readiness, although a decrease in budget does not always correlate with a decrease in military readiness. In conclusion, this article emphasizes the need for smart risk management strategies and a data-driven approach in formulating defense strategic plans to ensure optimal readiness in the face of complex and evolving security challenges.
