Abstract

This study investigates the role of the Vietnamese government in fostering the digital economy and economic innovation. Utilizing linear regression analysis through SPSS, the research analyzes data from various reliable sources to examine the intricate relationship between digital economy advancements and economic innovation trends, highlighting the mutual reinforcement between these factors. Key findings indicate that the government’s involvement in establishing digital infrastructure, developing human resources, and creating supportive legal frameworks has significantly impacted the development of the digital economy. The integration of new technologies such as AI, IoT, and blockchain is pivotal, not only for generating new products and services but also for enhancing existing business processes, thereby driving digital economic growth. Human resources are crucial, necessitating government policies that facilitate continuous skill updates and support workforce adaptation to technological changes. Furthermore, government policies promoting business innovation through financial support and tax incentives are essential for maintaining competitiveness and economic development. Digital transformation, supported by robust ICT infrastructure and legal frameworks, is becoming an inevitable trend with profound impacts across various sectors. Environmental considerations and social welfare in the context of Industry 4.0 are also critical, requiring policies that balance technological advancements with sustainable practices and labor market adaptations. The study concludes that the Vietnamese government plays a vital role in shaping a conducive environment for the digital economy and economic innovation, emphasizing the importance of collaborative efforts between public and private sectors. These findings underscore the need for continued investment in digital infrastructure, education, and supportive policies to maximize societal and economic benefits.

Abstract

Green growth is becoming a global priority as countries increasingly recognize the importance of combining economic development with environmental protection. Green growth policies and strategies are designed to reduce greenhouse gas emissions, promote the use of renewable energy, and improve resource efficiency, contributing to the goal of sustainable development and combating climate change. Government green growth policies are influenced by many economic, social, environmental, and political factors that determine the effectiveness and sustainability of these measures. Essential factors include public awareness, international pressure, economic and financial policies, technology and innovation, local environmental issues, politics and leadership, and public-private partnerships (PPPs). Vietnam has implemented the "National Strategy on Green Growth" for 2021-2030 with clear goals and has achieved many significant results, such as reducing greenhouse gas emissions and increasing forest coverage. However, there are still many limitations in terms of capital, technology, and supporting policy mechanisms. By proposing a qualitative research model on influencing factors and quantitative methods, specifically multivariate linear regression analysis, the author has shown the model results of these influencing factors on green growth policy, contributing to proposing recommendations to improve green growth policy in Vietnam.

Abstract

People’s participation in public decision-making not only helps ensure transparency and accountability but also contributes to improving their satisfaction with government policies and operations. This study examines whether transparency in decision-making, trust in public agencies, access to information, and people’s awareness of their rights and responsibilities play an important role in promoting their participation. The study also explores whether this participation directly affects people’s satisfaction with public decisions and policies. This study uses mixedmethod approach through the SEM linear regression model. The analysis of the results shows that transparency, trust, information accessibility and citizen awareness have a positive and significant impact on the level of their participation in public activities. However, increased participation does not necessarily lead to higher levels of satisfaction with public policies, especially when the participation process does not meet people’s expectations or lacks transparency and efficiency. The study concludes that, to improve people’s satisfaction, it is necessary not only to promote participation, but also to improve the quality of this process, ensuring that participation is substantive and has a clear impact on public decisions. As such, specific recommendations are made to improve public policy and enhance people’s participation and satisfaction in the context of modern public governance.

Abstract

Abstract: This study examines how Patagonia's "1% for the Planet" campaign utilizes communication narratives to promote sustainability and encourage global green economic growth. By applying Charles Sanders Peirce's semiotics framework icon, index, and symbol the study evaluates how effectively Patagonia communicates environmental conservation and aligns it with consumer behavior and corporate responsibility. A qualitative approach was employed, analyzing visual and textual elements from Patagonia's campaign materials, including advertisements, social media posts, and website content. The study findings show that Patagonia adeptly integrates semiotic elements to craft a compelling sustainability narrative.

Abstract

This study investigates the key factors influencing private economic development (PED) within the context of ongoing economic institutional reform in Vietnam. Grounded in New Institutional Economics, the Resource-Based View, Dynamic Capabilities Theory, and Human Capital Theory, the research proposes and empirically tests a comprehensive framework comprising seven determinants: Institutional Environment (IE), Access to Finance (AF), Digital Transformation (DT), Human Capital Quality (HC), Government Support Policies (GS), Market Competition (MC), and Innovation Capacity (IC). A structured questionnaire was administered to 358 private enterprises across Ho Chi Minh City, Hanoi, Da Nang, and Can Tho, Vietnam. Data analysis was conducted using SPSS 26.0, employing Cronbach's Alpha reliability testing, Exploratory Factor Analysis (EFA), Pearson correlation, and multiple linear regression. The results reveal that six of the seven hypothesized factors significantly and positively affect PED, with Digital Transformation exhibiting the strongest influence (β  = 0.241, p < 0.001), followed by Access to Finance (β  = 0.203), Innovation Capacity (β = 0.196), Institutional Environment (β  = 0.187), Human Capital Quality (β  = 0.168), and Government Support Policies (β  = 0.152). Market Competition was not statistically significant. The model explains 68.3% of the variance in PED (Adjusted R² = 0.677). These findings provide critical evidence for policymakers to prioritize digital infrastructure, financial accessibility, and innovation ecosystems in fostering sustainable private sector growth in Vietnam.
Is Being a TikToker a Sustainable Career? Evidence from a Structural Equation Model on Platform-Dependent Livelihoods and Youth Employment Policy Trung, Phan Nhan

Abstract

This study examines whether content creation on TikTok constitutes a sustainable career pathway for youth or merely a transient income-generating activity that requires supplementary employment. Grounded in Social Cognitive Career Theory, the Theory of Planned Behavior, and the Sustainable Livelihood Framework, the research addresses a critical policy gap in regulating platform-dependent livelihoods within the gig economy. A cross-sectional survey of 420 Vietnamese youth aged 18–30 who generate income through TikTok was analyzed using structural equation modeling (SEM) with maximum likelihood estimation in Stata 19. The model tested six direct effects on Career Sustainability Intention (CSI), mediation through Outcome Expectations (OE), and moderation by Dual-Career Orientation (DUA). Platform Dependency Risk (PLT) emerged as the strongest predictor of career sustainability intention (β = −0.345, p < .001), followed by Self-Efficacy in Content Creation (SE, β = 0.237, p = .001), Skill Diversification (SKD, β = 0.224, p < .001), and Perceived Income Stability (INC, β = 0.216, p < .001). Bootstrap mediation analysis confirmed the SE → OE → CSI pathway as significant (p = .047). The moderation hypothesis for Dual-Career Orientation was rejected (p = .632). Only 8.1% of respondents were classified as having a sustainable career, while 22.1% were categorized as high risk. The findings provide empirical justification for government intervention in platform-dependent labor markets, including digital skills certification frameworks, platform labor regulation, social protection mechanisms for content creators, and youth career guidance policies that incorporate the realities of the creator economy. This is among the first studies to apply a full SEM framework with mediation and moderation to assess TikTok content creation as a career choice in a developing-economy context, offering evidence-based policy recommendations to regulate an emerging, largely unregulated labor sector.

Abstract

Amid Vietnam's accelerating digital transformation, high-tech crime has escalated dramatically, with estimated losses of VND 18,900 billion (approximately USD 756 million) in 2024 alone. While the victimization rate declined from 0.45% to 0.18% in 2025, attack methods are becoming increasingly sophisticated through Deepfake technology, AI-powered social engineering, and mobile malware. This study conducted a community needs assessment to evaluate the current state of awareness and preventive behaviors regarding high-tech crime among residents in four areas of Ho Chi Minh City, thereby providing an evidence base for community-based solutions and policy implications. A cross-sectional quantitative survey using a 5-point Likert scale questionnaire was administered to 347 residents. Data were analyzed using SPSS 26.0, encompassing descriptive statistics, Cronbach's Alpha reliability testing, Exploratory Factor Analysis (EFA), Pearson correlation analysis, multiple linear regression, Independent Samples T-test, and One-way ANOVA. Community awareness was at a moderate level (M = 3.41 on a 5-point scale). Self-efficacy (SE), program quality (PQ), perceived threat awareness (PTA), and digital literacy (DL) collectively explained 62.1% of the variance in digital protective behavior (DPB). Self-efficacy exerted the strongest influence (beta = 0.312, p < 0.001), followed by program quality (beta = 0.274, p < 0.001). ANOVA revealed significant age-group differences (F = 8.743, p < 0.001), with residents over 55 scoring lowest (M = 2.87). Based on these findings, the study proposes targeted community interventions prioritizing vulnerable groups, enhanced digital safety outreach through social media platforms, and a community-based early warning network. Policy implications include integrating digital safety education into the municipal digital transformation roadmap and allocating dedicated budgets for ward-level awareness programs. The study contributes to SDG 16 (Peace, Justice and Strong Institutions) and SDG 4 (Quality Education).
