Abstract

This research examines community empowerment efforts through collaborative communication in the implementation of the Government Program (RT Keren) in Bendogerit Village, Blitar City. The RT Keren program aims to increase community participation and facilitate regional development by residents and local RTs. This research uses qualitative methods through in-depth interviews, participatory observation, and document analysis to understand the impact of collaborative communication in strengthening community participation and empowerment. The research results show that effective collaborative communication encourages active citizen participation, increases understanding of the program, and stimulates community empowerment in decision making. This program has increased community participation in subdistrict activities, created a greater sense of ownership among residents, and empowered communities to take an active role in decision making and program implementation.

Abstract

The tourism sector is one of the economic potentials that must be continuously developed, including in Blitar City which has religious tourism such as Bung Karno's Tomb and the Ar-rahman Mosque. However, several infrastructure and facility problems have arisen, such as the parking of tourism buses on the side of the road which causes congestion around the Ar-Rahman Mosque, and damaged visitor seats at the Bung Karno Tomb. Based on Blitar City Regional Regulation Number 12 of 2011 concerning the 2011-2030 Regional Spatial Plan of Blitar City, Article 57 paragraph 1 states that cultural tourism areas must be managed properly. This study aims to discover the collaboration process in developing religious tourism in Blitar City by using the Ansell and Gash (2008) model approach as the analysis knife. Qualitative methods were used in this study by conducting observations, interviews, and documentation with stakeholders at the Blitar City Culture and Tourism Office, Bung Karno's Tomb, and the Ar-Rahman Mosque. The results showed that collaboration in developing religious tourism involving the government, private sector, and local communities is very important. However, the collaboration process has not been fully by the principles of collaborative governance, especially in building trust and mutual understanding with the management of the Ar-Rahman Mosque. Other collaboration processes, such as face-to-face dialogue and commitment have started to run by producing socialization activities to increase tourism and halal certification program campaigns.

Abstract

This study aims to examine how the principles of good governance can be optimally implemented in the management of public accounting in the batik industry in Bendogerit Village. Using a descriptive qualitative approach, data was collected through in-depth interviews, direct observation, and documentation from batik business owners, village officials, and relevant stakeholders. Financial management practices, from production to marketing, were analyzed to identify the extent to which principles such as transparency, accountability, participation, efficiency and effectiveness have been applied. The results showed that most business actors still use manual records and have not implemented a conventional accounting system, so the application of Good Governance principles has not been running optimally. This research recommends an optimization strategy that includes training, counseling, and cross-sector collaboration between the village government, batik MSMEs, and universities to build a simple, participatory, and community-based public accounting system. The findings not only describe the current state of financial governance, but also provide practical solutions to strengthen the accountability and professionalism of MSMEs in the local creative industry.
