Abstract

Bawalsu Gorontalo City Supervises the Submission of the Results of Administrative Verification of Documents for Candidates for the 2024 Gorontalo City DPRD. Chairman of the Gorontalo City Bawalsu Alvian Mato when receiving the minutes of the results of the administrative verification of documents for candidates for the Gorontalo City DPRD for the 2024 election, Saturday (24/06/2023) Bawalsu Gorontalo City (24/06/2023) attended and supervised the submission of the results of administrative verification of documents for candidates for the 2024 Gorontalo City DPRD election. The activity which was held at the KPU Hall of Gorontalo City was attended by the chairman of the Gorontalo City Bawalsu Alvian Mato and members of the Gorontalo City Bawalsu Lukman A. Rahman and Hi. Abstract

Management capacity building requires an effective approach in improving Tourist management practices in the region. This research aims to explain the implementation of a top-down approach in the program for Tourist destination managers and the level of its effectiveness in Boalemo Regency. This research is conducted by using descriptive evaluative design trough qualitative and quantitative approaches. The results showed that the top-down approach provided a low level space of participation for participants because the program was designed, directed and controlled from top side. This approach has proven only effective in the process of program implementation, but less effective at the follow-up stage caused by relevance of material, participants, capacity and authority

Abstract

This study aims to analyze the management of public participation in the formulation of development planning at the Regional Development Planning Agency (Bappeda) of Gorontalo City. The study employs a qualitative approach with a case study design, enabling an in-depth exploration of processes, actor dynamics, and institutional contexts in the implementation of public participation. Data were collected through in-depth interviews, observation, and documentation, and analyzed using the interactive model of Miles, Huberman, and SaldaƱa. The findings reveal that the management of public participation is carried out through three main stages: planning, implementation, and evaluation with follow-up actions. At the planning stage, Bappeda conducts stakeholder mapping and develops participation mechanisms based on regulatory frameworks. During the implementation stage, participation is facilitated through Musrenbang (Development Planning Deliberation) and public consultation forums, although challenges remain in terms of representation and the quality of participation. At the evaluation stage, some community proposals are accommodated in planning documents; however, feedback mechanisms remain suboptimal. This study concludes that public participation is still at a consultative level and has not yet fully achieved substantive participation. Therefore, strengthening institutional capacity, improving the quality of facilitation, and developing more inclusive and transparent participation mechanisms are necessary to enhance the effectiveness of regional development planning.
