Abstract

Primary education is a basic education for all, which depends on different agencies and factors to ensure its quality. The study assessed the state of instructional facilities in primary education at the Upazila level in Bangladesh. An explanatory sequential design and mixed methods have been used in this study. The researcher has collected quantitative data by surveying primary school head teachers and selected schools from two upazilas: Charghat in Rajshahi and Sundargonj in Gaibandha District. The sample for the study was determined by stratified and simple random sampling. The total schools were 12 and 42 in both study areas. Through different interviews, questionnaire surveys, and document reviews, the researcher has explored the scenario of instructional educational facilities and provided suggestions to ensure quality primary education. The study finds that the Upazila Education Office should be at the vanguard of achieving quality primary education by ensuring the excellence of the school environment through instructional facilities with the help of the government, School Management Committee (SMC), Parent-Teacher Association (PTA), and communities. Overall, the government should prioritize investing in the improvement of instructional facilities in primary schools, as it directly impacts the quality of education and the ultimate academic performance of the students.

Abstract

This research examines the complex relationship between environmental governance, sustainable development, and the role of government institutions in Bangladesh. The study extensively examines the evolution of environmental governance, focusing on the establishment and functions of key institutions such as the Ministry of Environment and Forests, the Department of Environment, the Department of Forest, the Bangladesh Water Development Board, the Forest Research Institute, etc. Relying solely on secondary sources, the methodology involved a comprehensive review and analysis of scholarly literature, policy documents, and reports to explore the nation's environmental trajectory. The findings underscore the commendable socio-economic progress achieved by Bangladesh compared to pressing environmental challenges. Rising carbon emissions, limited forest coverage, water resource mismanagement, and threats to biodiversity underscore the urgency for balanced and sustainable development. Government institutions, through policy formulation, implementation, research, and conservation efforts, play pivotal roles in addressing these challenges. However, the research highlights the imperative for a paradigm shift, emphasizing the need to integrate environmental considerations into development policies comprehensively. Bridging the gap between economic growth and environmental sustainability requires concerted efforts, policy reforms, and public engagement. This study emphasizes the pivotal role of government institutions, collaborative efforts, and policy reforms in leading the nation towards a more sustainable future.

Abstract

Research Problem: Forced migration has become one of the most critical humanitarian challenges of the 21st century. The Rohingya refugee crisis highlights fundamental weaknesses in existing global and regional governance systems, particularly in addressing systemic persecution, statelessness, and large-scale displacement. The crisis also exposes the unequal responsibility borne by host countries such as Bangladesh and the inadequacy of international and regional responses. Research Purposes: This study aims to critically examine the structural causes of the Rohingya crisis, assess the effectiveness of international and regional refugee protection frameworks, and identify governance gaps in managing forced migration. It seeks to evaluate how current systems fail both refugees and host states, and to explore lessons for improving global migration governance. Research Methods: The research employs a qualitative policy analysis approach. It is based on a comprehensive review of legal instruments, policy frameworks, and relevant scholarly literature related to refugee protection, forced migration, and international governance mechanisms. Results and Discussion: The analysis reveals persistent systemic persecution and statelessness of the Rohingya people, alongside a disproportionate burden placed on Bangladesh as the primary host country. Major refugee protection frameworks, including the 1951 UN Refugee Convention and the Global Compact on Refugees, are found to lack binding burden-sharing obligations and effective enforcement mechanisms. Regional organizations such as ASEAN and SAARC demonstrate limited capacity and coordination in responding to the crisis, resulting in fragmented and insufficient protection. Research Implications and Contributions: The study underscores the urgent need for a global migration governance framework that is equitable, sustainable, enforceable, and rights-based, while providing fair support to host countries. By using the Rohingya crisis as a case study, this research contributes to broader debates on forced migration and offers policy-relevant insights for reimagining international and regional responses in an increasingly interconnected and crisis-prone world.
