Abstract

Human Resource Planning becomes a guideline in carrying out mutations both vertically to the center and horizontally parallel to regional apparatus organizations at the Regency level in the regions and also becomes the basis for evaluating State Civil Apparatus working in the Middle East Fakfak District Office as well as other Regional Apparatus Organizations within the scope of the Fakfak Regency Government. The research method is qualitative. The results of the study show thatThe Government of Fakfak Regency in the administration of government affairs is supported by the State Civil Apparatus (ASN) which totals 4,039 people. Seen by gender, male State Civil Apparatus (ASN) amounted to 2,085 people and 1,954 women. Meanwhile, based on the level of education, there are still 71 elementary school graduates, 147 junior high school graduates, 1,164 high school graduates, 833 D1-D3 students, 1,652 D4-S1 graduates and 172 postgraduate degrees. ConclusionManagement is a combination of science and art; Management is a systematic, coordinated, cooperative, and integrated process in utilizing the elements (6M); New management can be applied if there are two or more people working together in an organization; Management should be based on division of labor, duties, and responsibilities; Management consists of several functions (Planning, Organizing, Actuating, Controlling) or POAC; Management is only a means to an end.

Abstract

Human resources in organizations, both government and private or in companies, are one of the valuable assets for organizational development. It is said that because the human resources owned by the company will determine whether the company will develop or experience setbacks. Therefore, it is necessary to manage human resources in order to be empowered optimally. The research method is qualitative. The results showed that the number of health centers in Fakfak Regency until the end of 2014 was 10 units, with details of the number of health centers being 7 units of care and 3 units of non-maintenance health centers. Until 2014 of the two new Puskesmas built, only one new puskesmas in Kampung Tomage is in the process of preparation for registration, as an effort to answer the needs and demands of the community which continues to increase for services and population growth. Conclusion Agencies are expected to apply a competency standard in employee placement, where the competency standard includes basic competencies and field competencies possessed by an employee.

Abstract

Development is a process of change that takes place consciously, planned and sustainably with the main goal of improving the welfare of human life or the people of a nation. This means that development always moves from an unfavorable condition or living condition to a better life in order to achieve the national goals of a nation. The research method is qualitative. The results of the study show that the housing built in Fakfak Regency as a place of settlement is on average still very simple and still semi-traditional in nature, even quite a lot of which are still traditional. The people of Fakfak Regency build houses only to the extent of their knowledge to build houses as shelters, Conclusion for the Office of Community Empowerment (BPM) to prioritize infrastructure development programs, especially those related to the construction of community housing settlements in order to improve the welfare of the people in Fakfak Regency. For the Regional Government of Fakfak Regency to be more focused on infrastructure development related to the welfare of the community, especially public housing to make it more livable by providing an even larger budget plan for the sector so that the results will be better and more optimal in the context of the welfare of the people of Fakfak Regency.

Abstract

Human resource development is learning opportunities, which are designed to help employees, workers, employees, or human resources who work in organizations, or in companies. Investments in human resource development are expenditures aimed at improving the productive capacity of the people themselves as employees, as civil servants, as workers. The research method is qualitative. The results of the study show that Civil Servants at the Department of Transportation of Fakfak Regency are predominantly male as much as 90%, and predominantly Civil Servants aged 20-30 years are 20 people or 37.04%, and aged 31-40 years are 20 people or as much as 37.04%, here it can also be seen that predominantly Civil Servants with a Bachelor's Degree (S1) education are 17 people or 31.48%, 17 people have high school education or 31.48%, and dominantly are Civil Servants Civilians occupy Echelon IV/a, amounting to 9 people or 69.23%. The on-the-job training method includes all efforts to train civil servants in the real workplace. Conclusion Civil servants perform real work, not simulated tasks.
