Abstract

The National Library of Indonesia has made a revolution in library development, but not all types of libraries in Indonesia have followed suit. Until now, the results of library development both in terms of quality and quantity have not been optimal. This can be seen in the gap between the number of accredited and unaccredited libraries. The purpose of this study was determine the strategy of the National Library of Indonesia in fostering and developing public libraries, special libraries, school libraries and university libraries in Indonesia. This research method uses qualitative research with a descriptive approach. Data collection techniques using interviews, observation, and literature study. This study examines the strategy of library development in Indonesia is presented in the form of a description or narrative. The development function of the National Library of Indonesia by the work unit of the Public and Special Library Development Center (PPPUK) and the School and College Library Development Center (P3SMPT) with programs are in accordance with their duties and functions as regulators, motivators, and evaluators

Abstract

Penelitian ini bertujuan untuk mengevaluasi efektivitas Program Peningkatan Pendamping Literasi Perpustakaan Sekolah/Madrasah Tahun 2024 yang dilaksanakan oleh Perpustakaan Nasional Republik Indonesia. Program ini dirancang untuk meningkatkan kompetensi pendamping literasi melalui pelatihan manajemen perpustakaan, pengembangan program literasi berbasis kurikulum, dan pemanfaatan teknologi informasi. Penelitian menggunakan metode kuantitatif dengan desain pre-test dan post-test one-group design tanpa kelompok kontrol. Data pre-test dan post-test dianalisis menggunakan uji statistik paired sample t-test untuk mengukur perbedaan signifikan antara kemampuan awal dan setelah pelatihan. Hasil penelitian menunjukkan bahwa terdapat perbedaan yang signifikan antara skor pre-test dan post-test, dengan peningkatan rata-rata dari 50,18 menjadi 68,93. Nilai t-Statistik sebesar -35,76 dan p-Value sebesar 2,5468E-209 menunjukkan bahwa perbedaan tersebut signifikan secara statistik. Program ini efektif dalam meningkatkan kompetensi pendamping literasi di berbagai provinsi di Indonesia. Namun, beberapa tantangan dalam pelaksanaan, seperti keterbatasan teknologi dan kendala geografis, masih perlu diperhatikan. Rekomendasi diberikan untuk memperluas cakupan program dan memperkuat sinergi dengan dinas pendidikan setempat agar program dapat berjalan berkelanjutan.

Abstract

This study aims to evaluate the level of compliance with the National Library Standards (SNP 004:2024) by participants of the Technical Guidance on School/Madrasah Library Development, organized by the National Library of the Republic of Indonesia in 2024 across 19 provinces. The research employed a descriptive quantitative approach with an evaluative research design. The population consisted of all 1,804 participants of the technical guidance program, who were also used as the sample (total sampling). Data were collected using a library accreditation instrument based on six core components—collection, facilities and infrastructure, services, library personnel, administration, and management—and three supporting components: innovation and creativity, reading interest level, and the community literacy development index. The instrument was distributed online via Google Forms and analyzed quantitatively to determine the average scores and the extent to which the national standards were met, both overall and per component. The results indicate that only 315 respondents (17.46%) achieved scores above 60 and can be categorized as meeting SNP 004:2024, while 1,489 respondents (82.54%) still need to improve various aspects of library management. The component with the highest average score was library administration (53.51), whereas the lowest-scoring component was innovation and creativity (36.05). These findings suggest that administrative and institutional aspects are relatively better addressed than innovative program development. The results of this study are expected to serve as a foundation for future policy planning, capacity-building, and improvement efforts in school/madrasah libraries.
