Abstract

Human development is one of the main focus of development in National Medium-Term Development Plan (RPJMN) 2020-2024. This is stated in the third of seven development agendas, "Improving Quality and Competitive Human Resources". Level of human development can be reflected through the Human Development Index (HDI). In 2020, HDI of Central Java Province is 71,87. It has reached the high-level category (70-80), but it is closer to the medium-level category (<70). HDI of Central Java Province in 2020 occupied only on the 13th position among 34 other provinces. There is a need for optimizing the conditions of human development in Central Java Province. Mapping on the quality of human development contributes to ensure equitable distribution of competencies in order to accelerate national economic recovery during pandemic. Therefore, this study aims to identify, map, and determine priority areas for human development in Central Java Province as recommendations for government in making policies. There are three different analysis method, they are descriptive analysis, spatial analysis with Moran's and LISA, and Metropolitan Statistical Area (MSA) to determine development priority areas. The variable of study is HDI values for 35 districts in Central Java Province. The result of descriptive analysis describes that the western region of Central Java Province tends to has a lower of HDI values than the center to eastern side. Based on geospatial linkages and MSA approach, the human development planning in Central Java Province should focus on the three MSA formed, namely MSA Tegal, MSA Pekalongan, and MSA Purworejo as the development priority areas.

Abstract

Poverty eradication is the main focus of the first Sustainable Development Goals (SDGs), namely 'No Poverty'. Nationally, poverty eradication is also implied in the 2020-2024 National Medium-Term Development Plan (RPJMN) on the first and second agendas. These are economic resilience and reducing disparities between regions. Various government programs are implemented to reduce poverty. The benefits obtained by the target community need to be measured to reflect the program's success and for government evaluation. Big data through social media analysis can be empowered to gain public perceptions of poverty eradication programs. Therefore, in this study, the Twitter social media analysis approach will be used to obtain public responses regarding various poverty eradication programs in Indonesia during the COVID-19 pandemic, especially the Family Hope Program (PKH or Program Keluarga Harapan), Cash Intensive Work (PKT or Padat Karya Tunai), Direct Cash Assistance (BLT or Bantuan Langsung Tunai), and Pre-Employment Cards (Kartu Prakerja). Those data were analyzed using the text mining method. The results of this study indicate that the public response generally accepts and supports the four poverty eradication programs in Indonesia. Those analysis results can be used as evaluation material and input for the Government to make the following policy.

Abstract

Since 2015, education has become an important part of social pillars supporting Sustainable Development Goals (SDGs). The fourth goal of SDGs, quality education, emphasizes inclusive, equitable, and lifelong education. The Indonesian government has prioritized region-based sustainable development in its 2020-2024 Medium-Term National Development Plan (RPJMN). It has also emphasized the achievement of secondary and higher education levels in Human Resource (HR) development targets. This achievement can be realized if there is equal distribution of educational participation, starting from the primary to the tertiary level. This quantitative study aims to analyze and elaborate spatiotemporal insights at every level of education regarding the development of educational participation in Indonesia during the period of 2015 to 2021. Results have shown that there was a significant spatiotemporal development in the achievement of inter-level educational participation during this period. The implementation of regional-based education development needs to be optimized to achieve an inclusive distribution of educational participation among provinces.Sejak 2015, pendidikan menjadi salah satu bagian penting dalam pembangunan berkelanjutan (SDGs) pilar sosial. Tujuan ke-4 SDGs yaitu pendidikan berkualitas, penitikberatan pada pendidikan inklusif, merata, dan sepanjang hayat. Pemerintah Indonesia menekankan pembangunan berkelanjutan berbasis wilayah pada RPJMN 2020-2024. Pemerintah juga menekankan capaian jenjang pendidikan menengah ke atas pada highlight sasaran pembangunan SDM. Capaian tersebut dapat terwujud apabila terdapat pemerataan partisipasi pendidikan secara terstruktur dan berkesinambungan, mulai dari jenjang pendidikan SD hingga Perguruan Tinggi. Tujuan dari penelitian ini adalah menganalisis dan mengelaborasi insight secara spasiotemporal pada setiap jenjang pendidikan mengenai perkembangan capaian pembangunan dan pemerataan partisipasi pendidikan di Indonesia pada periode 2015 hingga 2021. Hasil penelitian menunjukkan bahwa terdapat perkembangan signifikan pada pola capaian partisipasi pendidikan antarjenjang dari periode 2015 hingga 2021. Pengimplementasian pembangunan pendidikan berbasis wilayah perlu dioptimalkan untuk mewujudkan pemerataan karakteristik partisipasi pendidikan antarprovinsi

Abstract

Badan Pusat Statistik (BPS) berperan dalam memberikan pelayanan publik untuk penyediaan data dan informasi statistik, salah satunya melalui website BPS. Kepuasan pengguna website merupakan salah satu tolak ukur dari keberhasilan penyelenggaraan pelayanan publik tersebut. Penelitian ini bertujuan untuk memperoleh gambaran persepsi, masukan, serta harapan masyarakat terhadap website BPS melalui Survei Kepuasan Pengguna Website. Data yang diperoleh dari survei tersebut dianalisis dengan menggunakan metode Customer Satisfaction Index (CSI) dan Importance and Performance Analysis (IPA). Hasil dari penelitian adalah taraf kepuasan pengunjung website BPS memiliki angka persentase sebesar 78,68%, yang termasuk kategori “Puas” dalam kriteria CSI. Namun, pada masing-masing aspek, masih terdapat gap negatif antara tingkat kepentingan dan kepuasan pengguna website. Oleh karena itu, untuk menentukan skala prioritas dalam usaha perbaikan website, digunakan metode Importance and Performance Analysis (IPA). Hasil analisis IPA menunjukkan bahwa masih terdapat lima aspek yang perlu ditingkatkan dan menjadi prioritas utama perbaikan website, yaitu: kelengkapan metadata, kesesuaian produk, kemudahan navigasi, kemudahan pencarian produk, dan kehandalan fungsi pencarian. Sementara itu, terdapat empat aspek yang sudah baik dan perlu dipertahankan yaitu: kemutakhiran produk, kemudahan memperoleh produk, ketepatan jadwal rilis dan kemudahan mengunduh produk.
