Abstract

A tourist village is an alternative tourism development whose management relies on the values of socio-cultural wisdom, economy, building forms, history, natural wealth and village human resources. Discussions and practices of tourism villages are trending both globally, nationally and regionally. South Tapanuli Regency is one of the areas that has implemented a tourism village policy. There are 18 tourist villages in South Tapanuli Regency and 6 of them are in Sipirok District. The purpose of this study was to analyze and compare the governance of 6 tourist villages in Sipirok District, South Tapanuli Regency. This study uses a qualitative descriptive method and data collection techniques are observation, interviews, and documentation. The results of the study show that the coordination between the tourism office, village government, and Pokdarwis is not intense, resulting in different perceptions in the management of tourist villages. Several villages cooperate and coordinate with institutions outside the government so that they are assisted in managing tourism. Community participation can be seen when the village has found a tourist target that is in accordance with the existing tourism potential in the village.

Abstract

Objective: This study explores and seeks to understand the motivations behind stakeholder involvement in the implementation of an educational program called CERDAS (Percepatan Rehabilitasi dan Apresiasi Sekolah). Each stakeholder holds different orientations but is confronted with similar challenges. Therefore, it is compelling to critically examine the motivations underlying each stakeholder's behavior. Theoretical framework:   The theoretical framework employed in this research is the relational values theory by Murphy and Stott, which includes instrumental, integrative, intrinsic, and extrinsic values. These relational values serve to explain the motivations of the stakeholders involved. Literature review: The literature review is grounded in governance theory, which emphasizes the necessity of joint governance. This perspective is particularly relevant in examining stakeholder motivations within collaborative efforts. Methods: This study uses a qualitative approach with datacollection techniques in the  form  of  observation,  in-depth  interviews,  and  documentation. Results: The findings reveal that collaboration can be sustained when stakeholders’ relational values are aligned and configured toward a shared goal. Each stakeholder brings distinct relational values to the collaboration. Implications: This study suggest that the success and sustainability of local collaboration in education is highly dependent on the alignment of relational values ​​between stakeholders with different motivations. Novelty: The novelty of this study on local collaboration lies in its focus on uncovering the motivations of all stakeholders involved.

Abstract

Patologi birokrasi merupakan fenomena yang menunjukkan adanya penyimpangan dalam sistem birokrasi negara, yang tidak hanya terjadi pada tingkat pemerintahan tinggi, tetapi juga pada level pemerintahan yang lebih rendah. Kasus korupsi dana operasional di Puskesmas Rumbio Jaya, Kabupaten Kampar, mencerminkan bagaimana patologi birokrasi dapat terjadi pada sektor pelayanan publik. Penelitian ini bertujuan untuk menganalisis penyalahgunaan kewenangan yang terjadi serta upaya untuk mengatasinya. Metode penelitian yang digunakan adalah pendekatan deskriptif kualitatif dengan observasi lapangan dan wawancara mendalam. Hasil penelitian menunjukkan bahwa patologi birokrasi di Puskesmas Rumbio Jaya berhubungan erat dengan tindakan melanggar norma hukum, seperti korupsi, penerimaan suap, ketidakjujuran, kleptokrasi, dan mark up anggaran. Untuk mengatasi masalah ini, dibutuhkan reformasi moral yang melibatkan penguatan integritas birokrat, pelatihan etika dan kode etik, peningkatan akuntabilitas, serta pengawasan yang lebih ketat. Selain itu, budaya kerja yang positif perlu ditanamkan, dengan menekankan nilai-nilai kejujuran, profesionalisme, dan orientasi pada pelayanan publik.
