Abstract

Implementation of the Policy on Import of Goods Using ASEAN-India Facilities at the Palembang Customs and Excise Supervision and Service Office. This research aims to: 1) Implementation of the Policy on Import of Goods Using ASEAN-India Facilities at the Palembang Customs and Excise Supervision and Service Office; 2) Describe and analyze the supporting and inhibiting factors for the Implementation of the Import of Goods Policy Using ASEAN-India Facilities at the Palembang Customs and Excise Supervision and Service Office. This research uses research using a descriptive method is research that is directed to provide symptoms, facts, or events, systematically and accurately, regarding the characteristics of a certain population or region. In descriptive research, it is not necessary to look for or explain interrelationships by testing hypotheses. The results of the study show that: 1) Communication has been well established. Communication is carried out between fellow employees, related agencies/parties, and also with service users; 2) Resources are good and supportive, both in terms of infrastructure, training, and others. However, there are still shortcomings that must be followed up immediately, namely the need for competent employees in several fields, namely import duty revenue analysts and the lack of employees who specialize in handling import duties; 3) The attitude of the implementers can be said to be good, as evidenced by the seriousness of the policy implementers in carrying out the duties and mandates given, as well as the high commitment given by the policy implementers; 4) In the Implementation of the Policy on the Import of Goods Using ASEAN-India Facilities at the Palembang Customs and Excise Supervision and Service Office, there are procedures that are passed in the import of goods using ASEAN-India Facilities at the Palembang Customs and Excise Supervision and Service Office, and all are in accordance with existing regulations. Then in the activity of Importing Goods Using ASEAN-India Facilities at the Palembang Customs and Excise Supervision and Service Office, the SOP so far follows the SOP for Notification of Import of Goods. Another thing related to the organizational structure and the division of authority has all been well conceptualized and in accordance with the duties and functions of each policy implementer, so that there is no overlap in carrying out their duties.

Abstract

ABSTRAK Sangat penting bagi pertumbuhan ekonomi masyarakat untuk melindungi konsumen dalam transaksi jual beli online. Jual beli online pada dasarnya sama dengan jual beli tradisional, tetapi media yang digunakan berbeda. Ketika pelaku usaha dan konsumen melakukan perjanjian, keduanya terikat dan memiliki hak dan kewajiban yang harus dipenuhi. Sejauh mana pelaku usaha bertanggung jawab terhadap konsumen dalam transaksi jual beli online adalah masalah yang dibahas dalam pasal ini. Selain itu, bagaimana konsumen dilindungi secara hukum dalam perjanjian jual beli online. Menggunakan pendekatan penelitian hukum normatif. Hasil penelitian menunjukkan bahwa pelaku usaha jual beli online bertanggung jawab untuk memberikan kompensasi atau pengembalian atas produk yang bermasalah. Kedua, peraturan seperti Undang-Undang Nomor 19 Tahun 2016 tentang Perubahan Atas Undang-Undang Nomor 11 Tahun 2008 tentang Informasi dan Transaksi Elektronik dan Undang-Undang Nomor 8 Tahun 1999 tentang Perlindungan Konsumen. Kata Kunci: Perlindungan Konsumen, Perjanjian, Jual beli Online ABSTRACT It is very important for the economic growth of society to protect consumers in online buying and selling transactions. Online buying and selling is basically the same as traditional buying and selling, but the media used is different. When business actors and consumers enter into an agreement, both are bound and have rights and obligations that must be fulfilled. The extent to which business actors are responsible for consumers in online buying and selling transactions is the issue discussed in this article. In addition, how consumers are legally protected in online buying and selling agreements. Using a normative legal research approach. The results of the study show that online buying and selling business actors are responsible for providing compensation or returns for problematic products. Second, regulations such as Law Number 19 of 2016 concerning Amendments to Law Number 11 of 2008 concerning Information and Electronic Transactions and Law Number 8 of 1999 concerning Consumer Protection. Abstract

This study aims to analyze the centralization of market share on Shopee and its implications for changes in the Indonesian e-commerce market structure. The method used is qualitative research with a descriptive-analytical approach and case studies. Data were obtained through literature review and documentation in the form of industry reports, scientific journals, and publications related to the development of e-commerce in Indonesia. The analysis was conducted using the Structure Conduct Performance theoretical framework. The results show an increase in market concentration, characterized by Shopee's dominance in terms of visits and transaction activity compared to its competitors. Aggressive promotional strategies, digital ecosystem integration, and network effects are the main factors strengthening this dominant position. The market structure has shifted from a relatively competitive market to a concentrated oligopoly with a single dominant company. This situation has positive impacts in the form of easier market access and increased transactions for MSMEs, but also has the potential to create dependency and the risk of reduced competition in the long term. Therefore, regulatory oversight is needed to maintain the balance and sustainability of business competition in the Indonesian e-commerce industry.
