Abstract

The organization more and more invests in information technology (IT) to increase agility/agility. It is generally believed that organizations with larger IT investments tend to be more agile in responding to environmental changes. However, the problem of whether IT is a supporter or inhibiting organizational agility is still not resolved. Based on the theory of resource -based views and literature of information technology capabilities and organizational agility, the authors develop and test theoretical models that integrate IT capabilities, and agility of the institution. This article highlights the role of the process of developing the agility of library institutions supported by IT capabilities. We base our reviews on many literature taken from several international journals and conferences. We review the use of various theoretical lenses used to investigate the relationship between IT capabilities and the agility of the library organization. We also map literature through a series of stages that highlighted how researchers had built in previous studies. Finally, we discuss opportunities for future research in an effort to cover the gap of various research findings.

Abstract

Organisasi semakin banyak menginvestasikan uang dalam teknologi informasi (TI) untuk meningkatkan ketangkasan/agilitas. Secara umum diyakini bahwa organisasi dengan investasi TI yang lebih besar cenderung lebih gesit dalam menanggapi perubahan lingkungan. Namun, masalah apakah TI merupakan pendukung atau penghambat ketangkasan organisasi masih belum terselesaikan. Berdasarkan teori pandangan berbasis sumber daya dan literatur kapabilitas teknologi informasi dan agilitas organisasi, penulis mengembangkan dan menguji model teoretis yang mengintegrasikan kemampuan TI, dan ketangkasan lembaga. Artikel ini menyoroti peran proses pengembangan agilitas lembaga perpustakaan yang didukung kapabilitas TI. Kami mendasarkan ulasan kami pada banyak literatur yang diambil dari beberapa jurnal dan konferensi internasional. Kami meninjau penggunaan berbagai lensa teoretis yang digunakan menyelidiki hubungan antara kapabilitas TI dan kelincahan organisasi perpustakaan. Kami juga memetakan literatur melalui serangkaian tahapan yang menyoroti bagaimana para peneliti telah membangun pada penelitian sebelumnya. Terakhir, kami membahas peluang untuk penelitian di masa depan dalam upaya untuk menutup kesenjangan dari berbagai temuan hasil penelitian.

Abstract

The digital era has transformed the business landscape of traditional market traders and MSMEs in various regions, presenting new opportunities while also increasing the risk of online fraud. This study aims to analyse the effectiveness of Article 492 of the New Criminal Code in tackling digital fraud and protecting vulnerable small business actors. The method used is qualitative with a descriptive-analytical approach, combining normative legal studies and empirical data from interviews with market traders, MSME associations, cybercrime apparatus, and representatives of e-commerce platforms. This study analyzes primary legal sources, such as Article 492 of the New Criminal Code. The results of the study reveal a significant knowledge gap, with 75% of respondents being unaware of Article 492’s existence. The four main factors of vulnerability identified are low digital literacy, limited access to legal information, weak coordination with law enforcement officials, and dominance of large e-commerce platforms. To overcome this, this study offers a three-pillar coordination model, namely law enforcement, improving legal and digital literacy, and an application-based integrated reporting system. These findings confirm that effective digital criminal law requires not only regulation, but also cross-sector synergy and stronger public legal awareness.
