Abstract

The Surabaya City Population and Civil Registry Office partners with the Ministry of Education, Culture, Research and Technology in the MSIB Batch 4 program. This activity is designed for students who want to assist the Surabaya City Government in providing Population Administration services at the Population and Civil Registration Service, by going directly as a form of service to public. The Sayang Warga service activity program is an innovation by the Surabaya City government which aims to make it easier for the community to manage population administration in a transparent, efficient and effective manner and provide an understanding for the community that orderly population administration is very important for the continuation of a state life. This program runs with the help of village officials who carry out services at the RW hall. The active implementation of this compassionate service for residents has a goal, namely to create an orderly population administration society. Through the MSIB program, the author as an apprentice student hopes to help the Surabaya city government in improving the quality of public services by participating in the Dear Citizens service program in Benowo Village.

Abstract

Social rehabilitation of uninhabitable houses aims to restore social function and improve the quality of housing for the poor through improving the condition of the house and/or environmental infrastructure, either in whole or in part, by applying the spirit of mutual cooperation, togetherness and social values. the value of social solidarity in society. This research examines the implementation of the Social Rehabilitation Program for Uninhabitable Houses (RS-Rutilahu) in Rungkut Kidul Village, Surabaya City, with a focus on improving the quality of housing for low-income communities through collaboration between the government and the community. The aim of this research is to determine the implementation of the RS-Rutilahu program in improving the quality of housing for low-income communities in Rungkut Kidul Village. Based on David C. Korten's program implementation theory, this research examines three main aspects: the program itself, the implementing organization, and the beneficiaries. The research results show that this program has succeeded in achieving the house improvement target, but there are still obstacles related to community participation and strict administrative requirements. It is hoped that these findings can become a reference for increasing program effectiveness in the future.
