Abstract

The primary objective of this study is to investigate the significance of traditional leadership and communication dynamics in the preservation of the cultural heritage of the Baduy tribe. The Baduy tribe, which resides in the Banten Province of Indonesia, possesses a culturally rich and distinctive heritage. However, the impact of modernization and social change has affected the preservation of their culture. This research method uses a qualitative approach by collecting data through in-depth interviews, observation and document analysis. The research findings indicate that traditional leadership plays a crucial role in the preservation and perpetuation of Baduy culture. In Baduy society, the role of traditional leaders encompasses the preservation of cultural customs, the establishment of regulatory frameworks, and the facilitation of communication channels. This study posits that the interconnectedness of traditional leadership and communication dynamics plays a crucial role in the preservation of the cultural heritage of the Baduy tribe. The success in preserving the cultural heritage of the Baduy tribe in the face of modernization is contingent upon the collaborative endeavours between traditional leaders and community members, which encompass the preservation of traditions and the facilitation of communication. This study offers significant contributions to the understanding of strategies for preserving traditional culture amidst the challenges posed by rapid social and environmental transformations

Abstract

The Central Government's efforts to implement the Child Identity Card (KIA) program as the newest population administration program, namely to become a concrete form of protection for children as the state's obligation to protect every citizen, where recently there has been a phenomenon of deprivation of civil rights for children. This research aims to determine the implementation of the Child Identity Card (KIA) policy or program at the Lebak Regency Population and Civil Registration Service. This implementation can be known by using the concept of Policy Implementation according to George C. Edward III whose dimensions include Communication, Resources, Disposition, Bureaucratic Structure. The research was conducted using descriptive methods with a qualitative approach. The results of the research show that the implementation of the Child Identity Card (KIA) program in Lebak Regency has not been fully maximized, one of which can be seen from the socialization which has not been maximized, then the delivery of information which is not clear, the condition of the facilities is less than optimal, the attitude and commitment of the Dukcapil Office in implementing the KIA program Less than optimal and assessment of the implementation of the KIA program that is less than optimal. Recommendations for this research; (1) Socialization should go directly to the school, involving teachers and student guardians. (2) Provide clear information both offline and online. (3) The condition of the seating facilities must be improved. The recommendation for further research is to conduct a policy evaluation study to assess the output of the KIA program in Lebak Regency in particular and generally to carry out comparative studies in several regions in Indonesia.

Abstract

This investigation's objective is to determine the extent to which transformational leadership impacts the quality of public services provided by local government agencies. Interviews and observations are employed to gather data qualitatively. The study results indicate that transformational leadership can increase employee motivation, create a collaborative organizational culture, and improve communication between employees. Leaders who implement this leadership style successfully motivate employees to participate in decision-making and achieve excellence, enhancing public service quality and responsiveness. However, challenges in consistently applying transformational leadership must be overcome through training and developing leadership skills. These findings are anticipated to guide local government agencies in enhancing the quality of public services via effective leadership.

Abstract

This study aims to analyze the impact of participative leadership on administrative performance in the Community Learning Center (PKBM) offices in Jakarta. Data were collected through in-depth interviews and direct observations from five PKBMs in Jakarta, involving 20 informants, including PKBM heads, administrative staff, and program managers. The study found that participative leadership significantly contributes to the improvement of administrative performance. Informants revealed that participative leadership enhances communication and relationships within teams, making staff feel more valued and involved in decision-making processes. This involvement positively influences their work spirit and productivity. For instance, in one PKBM, the use of group discussions to formulate human resource management policies led to improved efficiency and minimized communication issues in implementing non-formal education programs. Additionally, PKBM heads practicing participative leadership were found to be more open to feedback, allowing staff to contribute in planning and executing programs. However, the study also identified challenges, including time constraints and limited resources, which hinder the frequency of meetings involving all team members. Despite this, the overall findings support that participative leadership positively influences administrative performance in PKBMs.

Abstract

This study investigates the impact of leadership and library digitalization on cognitive and literacy levels within diverse communities across nine regions in Indonesia. Study aims to examines how visionary leadership, strategic planning, stakeholder engagement, and resource allocation by government representatives, along with the managerial effectiveness and innovation practices of librarians, influence library services' modernization and community literacy. Mixed-methods approach were employed, including qualitative and quantitative data which were collected to evaluate the relationship between leadership effectiveness and digital library implementation. Findings reveal that strong leadership and strategic resource allocation are critical in overcoming barriers to library digitalization, fostering digital literacy, and improving community access to knowledge. Data highlights the role of feedback-driven user-centric approaches and training programs in equipping librarians with the skills required for effective service delivery. The insights derived contribute to understanding the dynamics of leadership in advancing digital library initiatives, offering practical recommendations for policymakers and librarians aiming to bridge literacy gaps in the digital age.
