Abstract

This study aims to determine the implementation of tourism development policies and the role of public policies in tourism development in Pamekasan, especially Talang Siring Beach. This research is reviewed through four aspects of public policy implementation developed by Edwards, namely communication, resources, disposition and bureaucracy. A type of qualitative research with an analytical descriptive approach to identify some fundamental things regarding tourism policy in Pamekasan. Based on research, the implementation of tourism development policies in Pamekasan has gone very well although it still leaves a number of problems. Meanwhile, the role of public policy plays a very important role even though there is still something to be addressed. This research also concluded that the ideal tourism policy model to implement is community-based tourism. Some of the obstacles that can be identified are lack of synergy (communication) between stakeholders, lack of competence of policy implementers, and lack of community participation. Meanwhile, on the other hand, high commitment from local political leaders and the support of good resource facilities are factors supporting the policy.

Abstract

Malang City is one of the cities in Indonesia that is facing the problem of poverty. One of the efforts made by the Malang City government is to provide Family Hope Program (PKH) assistance aimed at improving community welfare. In order for the allocation of assistance to be evenly distributed and directed, it is necessary to group villages based on the social welfare of the community through PKH data. This study aims to group Malang city villages based on PKH using average linkage clustering, obtained three clusters with low, medium and high social welfare. Clusters with high social welfare consist of 54 urban villages and get a lot of PKH assistance. Clusters with low social welfare consist of 2 urban villages and get little PKH assistance. Meanwhile, there is 1 urban village with low social welfare and little PKH assistance. Keywords: Average Linkage, Poverty, Social Welfare, Malang City

Abstract

Indonesia has made notable advancements in the development of its educational infrastructure. However, persistent challenges pertaining to educational equity and quality continue to impede economic progress. The objective of this study is to map the research on the relationship between education and economic development in Indonesia using the Scopus database from 1965 to 2024. The study employs bibliometric analysis to examine trends, themes, and research gaps across 920 articles. The findings indicate a notable surge in research activity following 2015, with pivotal themes encompassing educational inequality and regional disparities. These implications highlight the necessity for targeted policy interventions and future research that employs a longitudinal and interdisciplinary approach in order to support informed policymaking and strategic planning for Indonesia's educational and economic development.

Abstract

This study explores the innovation model and the role of public policy in tourism development within Pamekasan Regency, utilizing the Analytical Network Process (ANP) approach. It primarily seeks to identify and rank key factors that affect the effectiveness of tourism policy and offer strategic recommendations for improving its development. The research adopts a mixed-method approach that encompasses qualitative insights, including expert interviews and extensive literature reviews, as well as quantitative data collected through a structured questionnaire based on ANP administered to experts, managers, and public decision makers in the tourism sector. Results indicate that, among others, human capital is the most important component of tourism development, followed by institutional/bureaucratic improvements, then accessibility. This emphasis on human capital is in line with endogenous growth theory, which underlines the role played by people in driving economic prosperity. On the other hand, institutional improvement promotes efficient policies for promoting tourism, while accessibility, although ranked lower, still remains crucial for enhancing visitors’ experiences. The recommendations for strategy consist of rigorous training for personnel in the tourism sector, the easing of license and permit procedures, and the development and enhancement of transportation and communication networks. The aim of these strategies is to promote a balanced and sustainable growth within the tourism industry. The study’s rigorous empiricism and theoretical framework offer strong support for the suggested strategies and make theoretical and application-level contributions to tourism management. In this research, by connecting the research results to the endogenous growth theory and supporting the results with a literature review, useful information and strategic solutions for international policymakers and stakeholders in Pamekasan Regency are provided.
