Abstract

Pengelolaan sampah di Kabupaten Jombang yang masih belum dilakukan secara optimal menjadi latar belakang penelitian ini. Masalah yang muncul mengenai mekanisme pengelolaan sampah, mulai dari pengurangan, penanganan, pemilahan, pengumpulan, pengangkutan, penyelenggaraan kelembagaan, dan pelaksanaan pemrosesan akhir yang belum dapat dilakukan secara optimal. Tujuan penelitian ini untuk memahami tinjauan kelembagaan pengelolaan sampah di Kabupaten Jombang. Metode yang dipergunakan dalam penelitian ini menggunakan penelitian deskriptif kualitatif dengan bersumber dari data primer dan sekunder. Hasil penelitian menjelaskan mengenai beberapa hal. Pertama, kepemimpinan dalam kelembagaan pengelolaan sampah dilakukan oleh Dinas Lingkungan Hidup. Konteks visi misi dan tujuan didasarkan pada keselarasan dengan Pemerintah Kabupaten Jombang. Selaku leading sector utama dari Dinas Lingkungan Hidup dan hubungan kerjasama kelembagaan dilakukan dengan berkoordinasi kepada Unit Pelaksana Teknis (UPT) Pengelolaan Sampah, Bank Sampah, Pasukan Kuning, dan OPD terkait. Kedua, strategi berpedoman pada Renstra Dinas Lingkungan Hidup Kabupaten Jombang tahun 2018-2023. Kegiatan pengembangan lembaga/pegawai masih belum dilakukan secara jelas dan periodik. Ketiga, komunikasi pihak komunikator dilakukan oleh Dinas Lingkungan Hidup. Penyampaian pesan kepada internal pegawai DLH dilakukan melalui langsung atau tidak langsung. Media sosial yang dipergunakan mulai dari Instagram, Website, dan Houtline SIAPS. Impact dalam komunikasi yang dilakukan secara implementasi sudah tepat. Keempat, norma formal berpedoman pada regulasi pemerintah, Perda No. 3 Tahun 2019, Perbup Nomor 56 Tahun 2022, Perbup Nomor 52 Tahun 2019, Perda Nomor 13 Tahun 2023. Sedangkan, norma informal mengenai SOP, SPK, himabuan, komitmen, dan kepercayaan. Kelima, sumber daya kelembagaan, pendanaan bersumber dari APBN, APBD, CSR, dan pendanaan lainnya yang sah. Sumber daya aparatur masing-masing lembaga sudah dilakukan dengan baik. Msnajerial kinerja didasarkan pada Surat Perjanjian Kerja yang dilakukan.

Abstract

The increase in waste volume remains a global environmental issue influenced by population growth, societal consumption patterns, and low awareness of waste management, including within primary school environments—a sector that plays a key role in instilling environmental awareness from an early age. This community service initiative aims to implement the Zero Waste School concept through training in compost production and vertical gardening at SDN Meat, Toba Regency, North Sumatra Province. The activity was carried out on 25–26 August 2025, involving 30 pupils using an educational-participatory approach comprising three stages: problem identification and environmental education; practical training in compost making and vertical gardening; and evaluation and monitoring of the activity’s outcomes. The results of the activity demonstrated four key achievements: (1) An increase in students’ knowledge regarding the management of organic and inorganic waste, as measured by an increase in pre-test to post-test scores. (2) An improvement in environmental attitudes and awareness, marked by 10–15 students who began collecting waste from home independently. (3) A positive impact on the school’s environmental aesthetics through the installation of vertical gardens in front of and beside the classrooms. (4) The school’s commitment to continuing the programme sustainably through a regular composting schedule, maintenance of the vertical garden, and the establishment of a waste bank. This activity demonstrates that a hands-on approach is effective in fostering environmentally friendly behaviour and supports the realisation of a Zero Waste School culture at primary school level.

Abstract

The agricultural sector is one of the most dominant sectors in Indonesia. The abundance of natural resources makes Indonesia an agrarian country. One of them is the Farmer Card Programme. This study aims to analyse the implementation and effectiveness of the Farmer Card Programme in Megaluh Subdistrict, Jombang Regency, using Edward III's policy implementation model, which focuses on the dimensions of communication, resources, bureaucratic structure, and disposition. This study uses a qualitative approach with an exploratory case study design. Data was obtained through in-depth interviews with 18 informants consisting of Agricultural Service Officials, Field Agricultural Extension Workers, Fertiliser Distributors, Kiosk Operators, Farmers' Groups, and Farmers. The results of the study show that the implementation of regulations is still not optimal. The communication dimension is still not optimal in terms of information delivery and socialisation. The resource dimension reveals technical and human resource limitations. The bureaucratic structure dimension shows that coordination between actors is not yet synergistic. The disposition dimension is relatively supportive, but not all actors are responsive to farmers' problems in the field. Empirically, the communication and resource dimensions remain the dominant constraints that cause the suboptimal implementation of the Farmer Card Programme. The academic contribution of this research lies in the integration of Edward III's model with outcome indicators for implementation in the context of the Farmer Card Programme at the sub-district level. The practical contribution lies in providing operational recommendations for strengthening the optimisation of subsidised fertiliser distribution management based on improving communication and resource capacity.
