Abstract Implementation of an action is carried out after a policy is made; public services are a series of activities that meet the needs of the community according to regulations. The Ombudsman of the Republic of Indonesia is present to supervise ensuring the transparency of public services. Indonesian public services are still far from people's expectations. The Ombudsman of the Republic of Indonesia, Representative of West Kalimantan, actively supervises public services, problems in the land sector dominate the complaints submitted.The method used is empirical legal research. Empirical legal research legal research methods function to see the law in real terms, examining how law works in the social environment, empirical research methods can be said to be sociological legal research. The data analysis technique used by the author is Qualitative Analysis. Qualitative data analysis data analysis methods used in research are exploratory and descriptive. Data collection techniques for processing document studies, interviews, observations.The research results show that there are several problems in land services: land certificate problems, land disputes, high costs, slow processes, complicated bureaucracy, inaccurate data, lack of legal awareness, level of corruption. The research identified obstacles faced by the West Kalimantan Ombudsman in carrying out his duties, limited resources, application of the land office's precautionary principle, delays in response letters, and the reporter not being the direct owner of the land. In the Pontianak City land sector, the author suggests increasing legal awareness, collaboration, transparency. Other steps include increasing personnel capacity, better collaboration with reporters, the need to continue to improve the effectiveness of their duties and functions through socialization, community participation, human resource development.Keywords: Ombudsman; Land Sector; Public Services.Abstrak Implementasi suatu tindakan dilakukan setelah suatu kebijakan dibuat, pelayanan publik rangkaian kegiatan memenuhi kebutuhan masyarakat sesuai peraturan. Ombudsman Republik Indonesia hadir mengawasi memastikan transparansi pelayanan publik. Pelayanan publik Indonesia masih jauh dari harapan masyarakat. Ombudsman Republik Indonesia Perwakilan Kalimantan Barat aktif mengawasi pelayanan publik, permasalahan di bidang pertanahan mendominasi pengaduan diajukan.Metode digunakan penelitian hukum empiris. Penelitian hukum empiris metode penelitian hukum berfungsi melihat hukum artian nyata meneliti bagaimana kerjanya hukum lingkungan masyarakat, metode penelitian empiris dapat dikatakan penelitian hukum sosiologis. Teknik analisis data digunakan penulis Analisis Kualitatif. Analisis data kualitatif metode analisis data digunakan penelitian bersifat eksploratif dan deskriptif. Teknik pengumpulan pengolahan data studi dokumen, wawancara, observasi.Hasil penelitian menunjukan terdapat beberapa persoalan dalam pelayanan pertanahan: masalah sertifikat tanah, sengketa pertanahan, biaya tinggi, proses lambat, birokrasi rumit, data kurang akurat, kurangnya kesadaran hukum, tingkat korupsi. Penelitian mengidentifikasi hambatan dihadapi Ombudsman Kalimantan Barat dalam menjalankan tugas, keterbatasan sumber daya, penerapan prinsip kehati-hatian kantor pertanahan, keterlambatan surat tanggapan, dan pelapor bukan pemilik tanah langsung. Sektor pertanahan Kota Pontianak, penulis menyarankan meningkatkan kesadaran hukum, berkolaborasi, transparansi. Langkah lainnya peningkatan kapasitas personil, kerjasama lebih baik dengan pelapor perlunya terus meningkatkan efektivitas tugas dan fungsinya melalui sosialisasi, partisipasi masyarakat, pengembangan sumber daya manusia.Kata Kunci : Ombudsman; Sektor Pertanahan; Pelayanan Publik.
