The ability of teachers in compiling learning tools is still low. The difficulties experienced by teachers in compiling learning tools can be identified as several weaknesses, including: the lack of complete learning tools prepared by teachers, teachers not routinely preparing lesson plans, the learning carried out by teachers is not in accordance with the RPP. When preparing the syllabus and lesson plans, some teachers only copy paste from friends or the internet and only compile learning tools when they are being supervised by the principal. This is where the principal's supervision of teachers at SDN Tugurejo 02 Kota is important. The role of the school principal is very important in creating quality teachers, one of which can be done using panel discussion techniques. Through panel discussion techniques, teachers will be able to solve problems and exchange ideas to get solutions to the learning problems they are facing, especially the problem of preparing learning tools. This study is intended to answer the problem: can supervision using panel discussion techniques improve teachers' abilities in compiling learning tools at SDN Tugurejo 02 Semarang City for the 2023/2024 academic year? This problem was discussed through classroom action research which was carried out in 2 cycles with each cycle's stages being planning, action, observation and reflection. The results of the research show that the implementation of supervision using panel discussion techniques can improve the ability of teachers at SDN Tugurejo 02 Semarang City for the 2023/2024 academic year in compiling learning tools. This can be seen from the increase in the results of teachers' abilities in compiling learning tools per cycle where in cycle I there were 6 teachers or 76% and in cycle II there were 8 teachers or 100%. These results show that the results are as expected. An increase also occurred in teacher activity in participating in panel discussions where in cycle I there were 5 teachers or 63% and cycle II there were 8 teachers or 100%. This increase in the implementation of supervision using panel discussion techniques is an effective way for school principals to improve teachers' abilities in compiling learning tools
