Abstract

Kampwolker is one of the areas included in the Cyclops nature reserve, therefore all components of the ecosystem need to be protected and their development occurs naturally. However, nowadays there have been community activities that have caused land changes. The research method used in this research is mixed method and there are two data analysis techniques used, namely, overlay data analysis techniques and quantitative data analysis techniques. Overlay data analysis can produce land changes that increase every year, while quantitative data analysis techniques can produce community activities that have an impact on the Kampwolker protected area and efforts to overcome these problems. Land changes occur due to community activities. The impact is that the water discharge has decreased so that the Kampwolker river experiences drought.

Abstract

Crime represents unlawful acts contrary to societal norms. In 2021, Jayapura City experienced a high number of criminal cases, predominantly involving crimes against property and goods. This study maps the distribution of crime rates and identifies contributing factors in Jayapura City using the K-Means Clustering and Analytical Hierarchy Process (AHP) methods. K-Means Clustering analysis revealed five crime levels: high, relatively high, moderate, quite low, and low. North Jayapura District exhibited the highest crime rates among all districts, with Gurabesi Village similarly showing elevated criminal activity. The clustering results were subsequently mapped to visualize the spatial distribution patterns of crime. AHP analysis identified economic factors and low educational attainment as primary contributors to criminal behavior in Jayapura City. Among various intervention alternatives, job creation emerged as the most effective strategy, achieving the highest comparative value for simultaneously improving educational quality and security conditions. These findings provide crucial insights for law enforcement agencies and policymakers to develop targeted crime prevention strategies, focusing on economic development and educational improvement in high-risk areas, particularly North Jayapura District and Gurabesi Village.

Abstract

This study examines the effectiveness of urban city parks as a form of Urban Green Open Space (UGOS) in Jayapura City, focusing on Imbi Park (2,347.20 m²) and Mesran Park (2,122.88 m²). A mixed-methods approach combined direct observation of six park characteristics with a questionnaire-based rating-scale assessment of nineteen functional variables covering socio-cultural, aesthetic, and economic functions. Data were collected from 100 visitors and 31 street vendors, and analyzed using descriptive statistics and scoring analysis in accordance with Minister of Public Works Regulation No. 05/PRT/M/2008. Both parks share three dominant functions socio-cultural, aesthetic, and economic while the ecological function is present but not dominant. For Imbi Park, the socio-cultural function was moderately effective (1.8–2.0), aesthetic moderately effective to effective (2.4–2.6), and economic moderately effective (1.8–1.9). For Mesran Park, socio-cultural and aesthetic functions were moderately effective (1.8–2.2), while the economic function was ineffective (1.6). The main weaknesses across both parks are the unavailability of security posts and limited diversity of park-produce-based economic activities. The study recommends developing supporting facilities and a park-profile web portal to improve effectiveness and information accessibility.

Abstract

Households in Yabansai Urban Village, Heram District, Jayapura City, experience recurrent clean-water shortages as the Kampwolker River, the raw-water source of PDAM UPP Waena, discharges decline. This study examines the supply-demand balance of clean water and community adaptation strategies in meeting household water needs. Demand was calculated using the Directorate General of Cipta Karya (1998) standard for a subdistrict town (90-100 L/person/day). Primary data were collected through semi-structured interviews with 60 households across 12 RWs and two PDAM staff, supported by field observations of the intake, distribution network, boreholes, and household storage facilities. The results show that Yabansai's demand is 1,582,650-1,758,500 L/day, while PDAM UPP Waena's net distribution capacity is 2,268,000 L/day in the wet season and 1,008,000 L/day in the dry season. Because this capacity serves several areas, the wet-season surplus is only nominal, and the dry-season capacity is insufficient even for Yabansai alone. Despite this structural shortfall, 61.7% of respondents rate water availability as "Very Sufficient": community practices (water storage, rainwater harvesting, boreholes, water purchase) form an adaptive equilibrium that sustains daily activities but remains costly and vulnerable. The study recommends watershed rehabilitation, source diversification, distribution transparency, and network extension to unserved RWs.

Abstract

This study examines land-use transformation in Hamadi Rawa I, Jayapura City, focusing on the shift from water catchment to built-up land during 2015–2025. The research employs a mixed-methods approach, combining analysis of Google Earth imagery with interviews with community, government, and academic stakeholders. Findings show the catchment area shrank by 48% (from 17% to 8% of the total area), decreasing from 21.36 ha to 11.20 ha. The built-up area increased by 28.1%, from 70.78 ha to 90.67 ha, with residential development driving most of this growth (51.1%). Three spatial transformation patterns emerged: ecological fragmentation, linear service sector development, and concentric settlement patterns. Idle land was also identified as a phenomenon that damages ecological functions without providing a productive benefit. The conversion was driven by physical-natural factors (basin topography), economic factors (market proximity), socio-demographic factors (urbanization), and especially institutional factors. Customary land transactions outside state control created a governance dilemma between humanity and public order. The study recommends a proactive-collaborative approach with three key instruments: (1) Zero-Reclamation with Adaptive Permitting for stilt structures; (2) fiscal intervention using Idle Land Tax and Payment for Ecosystem Services; and (3) a Participatory Spatial Control Task Force integrating government and customary authorities (Ondoafi).
