Abstract

Bendotretek Village in Sidoarjo Regency is perceived by the local community as lagging in development compared to neighboring villages, partly due to the lack of optimal dissemination of village regulations by village officials. This condition results in many residents being unaware of existing village rules. In accordance with Article 26 of Permendagri No. 111 of 2014 concerning Technical Guidelines for Village Regulations, village head regulations should be jointly disseminated to the community. The purpose of this research is to measure the level of legal awareness of the Bendotretek Village community regarding village regulations, which serve an important role in upholding justice at the village level. The research method used is empirical juridical, focusing on both existing legal norms and the realities observed in society. The findings show that legal awareness in Bendotretek Village is still low, with only 27.5% of the population demonstrating awareness of village regulations. Awareness is primarily found among village officials and stakeholders, while many community members remain indifferent. Contributing factors include limited outreach, lack of communication, and low engagement from residents. The study recommends strengthening dissemination efforts through regular socialization activities, optimizing communication channels, and increasing the role of village stakeholders in educating the public about the importance and content of village regulations. These steps are necessary to elevate legal awareness and encourage broader community participation in village governance.
