Abstract

Provision of drinking water infrastructure in Pamsimas program must consider the type of service for which the condition of community. Not all service system can be accepted and adapted by the community. Reality showed existence of conflicts over water and changes in the structure and system of social relationships due to lack of appropriate services. This study is aimed to establish a system of performance indicators in water services and measure the performance of water service on Pamsimas program. This study used multi-criteria evaluation with maximum standardization and interval standardization assessment techniques to measured the performance of water service. The indicators used in assessing the performance include coverage of services, reach of the poor, smoothness of user fees, contribution fees, percentage of stop defecation and ratio of incidence of water borne disease. Assessment results showed that these indicators are able to describe and measure the performance of water services on Pamsimas program. In addition, the household connection service system is evaluated as the most appropriate system to the conditions of community in Cilacap regency.

Abstract

ABSTRACTEast Flood Canal handling of Semarang will not be effective without arranging illegal settlements on the riverbanks of east flood canal. Settlements arrangement on the riverbanks of east flood canal should be a priority. Settlements arrangement on the riverbanks has not been optimal. The pattern of arrangement is still sporadic, not well planed, and lack of effective coordination. This paper is designed to provide policy advice and strategies to enhance effectiveness of the settelement arrangement on the riverbanks of east flood canal. The data collection was done with secondary data documentation, indepth interviews, and observations of the condition of settlement. To analyze the data, the methods used are the technique of multi-criteria evaluation and analysis of qualitative data. In order to improve the effectiveness of the settlement arrangement, priority locations starting from the village area of Peterongan, Kedungmundu and Lamper Tengah. For the area is dominated by residential area, recommended strategy is relocating to the apartment. For the area is dominated by business activities, strategy recommended is relocating to the center of street vendors or traditional markets. For the area with a combination of residential and business activities, the recommended strategy is to integrate appartment with the center of street vendors or traditional markets in an integrated area or to ensure ease of access between appartment with the center of street vendors or traditional markets.Keywords : settlements arrangement, illegal settlement, relocation, appartment and traditional marketABSTRAKUpaya penanganan Kanal Banjir Timur kota Semarang tidak akan efektif tanpa menata permukiman di bantaran kanal banjir timur.  Penataan permukiman di bantaran kanal banjir timur harus menjadi prioritas penanganan banjir kota Semarang. Penanganan permukiman bantaran kanal banjir timur selama ini belum optimal. Pola penanganan masih sporadis, belum terencana, dan belum terkoordinasi dengan efektif. Tulisan ini disusun untuk memberikan masukan kebijakan dan strategi dalam meningkatkan efektifitas penanganan permukiman bantaran kanal banjir timur. Metode pengumpulan data yang dilakukan berupa dokumentasi data sekunder, wawancara mendalam, dan pengamatan kondisi permukiman. Analisis data menggunakan teknik multi criteria evaluation dan analisis data kualitatif. Untuk meningkatkan efektifitas maka lokasi prioritas penanganan dimulai dari wilayah kelurahan Peterongan, Kedungmundu dan Lamper Tengah. Untuk wilayah dengan dominasi hunian strategi yang dilakukan berupa relokasi ke rumah susun. Pada wilayah yang di dominasi oleh kegiatan usaha, strategi yang dilakukan berupa relokasi ke sentra PKL/pasar tradisional. Wilayah dengan kombinasi antara hunian dan kegiatan usaha strategi yang dilakukan adalah mengintegrasikan rumah susun dengan sentra PKL/pasar tradisional di suatu kawasan terpadu atau dengan menjamin kemudahan akses antara rumah susun dengan sentra PKL/pasar tradisional. Abstract

Public Private Partnership (PPP) in waste disposal management has been conducted in several areas. This partnership occurs either because of the economic benefits generated from the wated disposal management in this location. This paper describes the intended economic benefits of partnership opportunities between the goverments and private sector in the waste disposal management in Suwung Denpasar and Sumur Batu Bekasi. Data collection method was done by in-depth's interview's, FGD and field observations. For analysis method was using a simple financial calculation such as calculated income for the products of the waste disposal management. Result of calculation indicated a change of economic benefit waste products in both waste disposal. Posibility of economic benefits should be able to optimized in the implementation. Challenges are long procedures and mechanisms to get this opportunity for Certificate of Emision Reduction (CER). If this opportunity optimized, the revenue and profit results of processing the waste products can be used to improve waste services in both regions.

Abstract

Penyediaan perumahan bagi masyarakat berpenghasilan rendah (MBR) melalui program sejuta rumah terkendala oleh perizinan di daerah. Untuk mengatasi kendala tersebut, pemerintah melakukan deregulasi perizinan melalui Peraturan Menteri Pekerjaan Umum dan Perumahan Rakyat Nomor 05/PRT/M/2016 tentang Izin Mendirikan Bangunan Gedung (IMB). Kondisi dilapangan menunjukkan deregulasi tersebut tidak dapat berjalan optimal. Tulisan ini bertujuan mengevaluasi efektifitas deregulasi perizinan IMB dan memahami faktor-faktor yang mempengaruhi efektifitas deregulasi perizinan IMB di kota Medan dan Makassar. Metode yang digunakan dekriptif kualitatif. Pengumpulan data menggunakan wawancara dengan pengambil kebijakan daerah, instansi penyelenggara IMB, dan asosiasi pengembang perumahan, pengamatan lapangan proses IMB dan dokumentasi data sekunder. Hasil analisis menunjukkan implementasi deregulasi perizinan IMB dikedua kota belum efektif. Faktor pertama yang mempengaruhi berupa regulasi di daerah yang belum sesuai dengan ketentuan Permen PUPR No. 05/PRT/M/2016 baik dalam aspek persyaratan IMB, mekanisme, dan prosedur didalamnya. Faktor kedua berupa ketiadaan tahapan peninjauan lapangan dalam Permen PUPR No. 05/PRT/M/2016 yang belum ada mitigasi resikonya. Faktor ketiga, penyelenggara perizinan IMB masih dibebani dengan kepentigan diluar urusan keandalan bangunan dan kesesuaian tata ruang. Untuk meningkatkan efektifitas deregulasi IMB maka harus dilakukan penghapusan syarat bukti pajak bumi bangunan (PBB) terakhir dan target retribusi daerah. Selain itu perlu di keluarkan regulasi setingkat Peraturan Pemerintah untuk melindungi pejabat daerah sebagai mitigasi resiko dihilangkannya tahapan peninjauan lapangan.
