Abstract

Pada era modernism, internet telah mempengaruhi aspek kehidupan manusia termasuk pemilu dalam ruang demokrasi. Dalam konteks kompetisi elektoral, sejak kedatangan Internet pada tahun 1990-an terakhir, telah melahirkan fenomena baru yang dikenal dengan komunikasi politik online. Tentu kondisi itu telah secara dramatis mengubah praktik komunikasi politik tradisional yang dimediasi oleh media konvensional berubah kearah mediasi dunia maya melalui Instagram, Twitter, Facebook, Whatshaap, Youtube, Line, dan sebagainya. Metodologi yang digunakan pada tulisan ini ialah metode kualitatif, dengan mengkaji secara komprehensif teks media dengan mengidentifikasikan, mendeskripsikan, memahami, dan menginterpretasi data-data yang diperoleh melalui media yang dijadikan Bobby-Aulia versus Akhyar-Salman dalam kompetisi di pemilukada Kota Medan tahun 2020. Hasil penelitian ini yaitu: Pertama, menunjukkan bahwa internet telah memodifikasi teori komunikasi politik klasik; kedua, karakter baru Internet memiliki potensi efek untuk menghasilkan kualitas dan kuantitas politik yang lebih baik komunikasi serta bagaimana masalah itu muncul masalah ematic pada prosesnya. Lebih lanjut, pembahasan ini secara singkat menyimpulkan bahwa komunikasi politik di masa depan mungkin tidak akan pernah lepas dari media baru ini. Ini mungkin menjadi 'laboratorium langsung' yang paling menarik bagi peneliti tentang peran potensial Internet sebagai tools pemenangan dalam politik

Abstract

Kelima, komunikasi antar instansi yang sering menimbulkan miskomunikasi.Keempat, lemahnya kesatuan akibat kerja ego sektoral dan permasalahan dalam pengambilan keputusan; Ketiga, terbatasnya Sumber Daya Manusia (SDM) di Kantor Perkim; Kedua, tidak adanya biaya yang mengakibatkan tahap penertiban terhenti hingga tahap penandatanganan atau pembongkaran bangunan; Hasil penelitian ini adalah: Pertama, belum adanya peraturan daerah/perwali terkait Persetujuan Mendirikan Bangunan (PBG); Teknik pengumpulan data dilakukan melalui wawancara, observasi, data sekunder dan studi literatur. Permasalahan terkait munculnya bangunan tanpa izin di Kota Binjai dan menurunnya jumlah masyarakat di Kota Binjai yang mengajukan Izin Mendirikan Bangunan (IMB) dan Persetujuan Mendirikan Bangunan (PBG) dibandingkan tahun-tahun sebelumnya, rupanya berdampak pada Pendapatan Asli Daerah (PAD). ) Kota Binjai.

Abstract

The purpose of this study is to identify and describe how the community views on Village Financial Management and how the Performance of Village financial management in Suka Raya Village, Pancur Batu District, Deli Serdang Regency. This study uses descriptive research methods with a qualitative approach. Data collection techniques were carried out by interview, observation, documentation, literature, and secondary data. Research informants came from the Village Government, the Village Consultative Body (BPD), and community leaders. The results of this study are as follows: First, the performance responsiveness of the Suka Raya Village Government is still lacking because the village government is less responsive in dealing with problems in the community. Second, the responsiveness of the village government has carried out activities in implementing the program in accordance with the principles of correct administration or in accordance with organizational policies. Third, the accountability of the village government is not fully responsible for what has been done because there are still complaints from the community. Abstract

Bumdes as one of the vehicles for accelerating the acceleration of economic growth in rural communities is a close part of agricultural development that supports the provision of nutritious and highly competitive food from livestock, as well as creating jobs in the livestock agribusiness sector. The development of the main livestock population and their production is an illustration of the level of availability of national protein sources. Quail eggs are one of the livestock commodities from the type of egg production that has a fairly high demand and has advantages as a provider of protein for the community. Its nutritional content is able to compete with popular poultry, such as native chickens, broilers, and ducks. The amount of consumption of quail eggs and the nutritional value and benefits contained in quail eggs indicate a fairly large business potential and show a contribution to the sufficiency of national protein intake and the development of Indonesian human quality. This study aims to identify internal and external factors that affect the increase in productivity of Quail Eggs in Kota Datar Village, Hamparan Perak Subdistrict, Deli Serdang Regency, which are included in the scope of Bumdes Kota Datar as a business forum and recommend alternative strategies to overcome the problems faced by the community. rural economy. The study was conducted from July to August 2021. The conclusion of this study is that the presence of Bumdes in increasing livestock productivity can be seen from the running of the marketing system, livestock and physical quality and quail meat which has an effect on increasing egg yields.

Abstract

Water as a natural resource that is vital for human life, is increasingly scarce and its availability for agriculture is increasingly limited. For businesses in the agricultural sector, the availability of irrigation water and dams is one of the factors that determine the level of rice field productivity, but the use of water in Kota Datar Village is uneven and inefficient, reflected in the low intensity of food crops (rice and secondary crops). The regulation of irrigation water for lowland rice plants tends to be conventional, wasteful and does not consider cropping patterns in a year. As a result, when there is a long dry season, the stock of water in reservoirs or dams is not sufficient to irrigate rice crops. When the rainy season arrives the water is very abundant, even causing floods, the water is not evenly distributed throughout the irrigation network, so the next planting season will be delayed. Research on strengthening the capacity of the Water User Farmers Association (P3A) is able to answer questions related to reality, especially in Kota Datar Village, which shows that water sources and irrigation networks and dams are not properly maintained and managed. The research objectives are (1) to analyze the characteristics of Gapoktan members/communities, institutional support, and capacity building of WUA members; (2) to analyze capacity strengthening in water management for paddy fields, and its relation to the characteristics of Gapoktan factors, institutional support and capacity building of WUA members; (3) to analyze the level of empowerment in irrigation water management and its correlation with capacity building and institutional strengthening of the P3A Gapoktan; and (4) to formulate a strategy for strengthening capacity in water use towards WUA empowerment in water management for rice fields.

Abstract

Putus sekolah adalah suatu keadaan dimana murid tidak dapat menyelesaikan program belajarnya sebelum waktunya selesai dari masa studinya. Banyaknya kasus anak putus sekolah akan berpengaruh terhadap rendahnya tingkat pendidikan di suatu negara yang kemudian akan menghambat indeks pembangunan manusia. Kemiskinan menjadi faktor utama penyebab banyaknya anak putus sekolah pada masyarakat kurang mampu di Kecamatan Pantai Labu, khususnya pada kawasan pesisir. Penyelengaraan pendidikan merupakan bagian dari tanggungjawab bersama baik pemerintah maupun masyarakat dan berhasil tidaknya suatu pendidikan sangat bergantung dari usaha terpadu yang dilaksanakan secara sinergis antara unit-unit terkait. Penelitian ini bertujuan untuk mengetahui dan menganalisis bagaimana koordinasi intansi pemerintah daerah di Kabupaten Deli Serdang yang dalam hal ini mengarah kepada Dinas Pendidikan dan Dinas Sosial Kabupaten Deli Serdang. Metode yang digunakan pada penelitian ini adalah penelitian deskriptif dengan pendekatan kualitatif. Pengumpulan data yang digunakan melalui observasi, wawancara dan dokumentasi. Hasil penelitian menunjukkan bahwa masih lemahnya koordinasi antara instansi terkait yang dibuktikan dengan tidak adanya kesatuan tindakan  dalam mengatasi permasalahan anak putus sekolah dan cenderung memiliki ego sektoral.

Abstract

This study aims to find out and analyze how the PTSL program at the Central Aceh District Land Office is running. The research method used a qualitative research method with a descriptive approach. Data collection techniques were carried out by interviews, observation, documentation and literature study. Informants came from the PTSL program implementation team, namely the physical and juridical task force, village committee and the community who participated in program implementation. The results of the study show that there are two problems in implementing the PTSL program in Central Aceh District, namely; first, the slow process of distributing certificates to the public. Second, the community complained about being quoted the cost of preparing for the implementation of the program as an operation in the village. The long implementation of the program was due to a lack of communication and coordination that existed between the implementing committee, namely the village and the Central Aceh District Land Office committee. Meanwhile, the preparation costs quoted from the community were in accordance with applicable regulations, namely a maximum quotation of Rp. 250,000 per plot of land and an additional Rp. 50,000 if there is no basis for land right. There are no other citations outside of the regulations, so there is no indication of extortion in the implementation of the program caused by the leadership of the Head of the Land Office who gave a firm warning to both the office implementing committee and the committee in the village implementing the program.
