<![CDATA[Penerapan E-tilang merupakan langkah yang diambil kepolisian dalam mewujudkan pelayanan publik agar lebih efektif, efisien, transparan dan akuntabel. Dalam konteks penerapan e-tilang di wilayah hukum Polda Bali diterapkan bagi pelanggar lalu lintas dan angkutan jalan, dalam hal ini dilaksanakan oleh Sub Direktorat Penegakan Hukum (Subdit Gakkum) Polda Bali, merujuk pada ketentuan Undang Undang No.22 Tahun 2009 Tentang Lalu Lintas dan Angkutan Jalan serta Peraturan Pemerintah No. 80 Tahun 2012 tentang Tata Cara Pemeriksaan Kendaraan Bermotor Di Jalan dan Penindakan Pelanggaran Lalu Lintas dan Angkutan Jalan. Tujuan dari penelitian ini yaitu untuk mengetahui bagaimana penerapan e-tilang di wilayah hukum Polda Bali dan apa hambatan penerapan e-tilang diwilayah hukum Polda Bali. Metode penelitian yang digunakan yaitu metode penelitian empiris. Hasil penelitian yaitu ETLE sebagai rekaman peralatan elektronik untuk dipergunakan sebagai penindakan pelanggaran lalu lintas dan angkutan jalan. Terkait pelanggaran lalau lintas, petugas akan mengirimkan surat pemberitahuan kepada pemilik kendaraan yang berisi permohonan kepada pemilik kendaraan untuk mengonfirmasi pelanggaran tersebut. Hambatan atau kendala penerapan e-tilang bagi pelanggar lalu lintas di wilayah hukum Polda Bali, terkait e-tilang yang dikirimkan kepada pihak pemilik kendaraan sebelumnya yang dikarenakan data surat-surat kendaraan masih terdata pada pemilik sebelumnya sedangkan yang melanggar bukan pemilik sebelumnya menjadi suatu kendala yang dapat terjadi. Upaya mengatasinya pemilik sebelumnya wajib harus konfirmasi / koordinasi ke petugas ETLE Polda Bali, bahwa bukan dirinya yang melanggar dan mengkonfirmasi bahwa kendaraan tersebut sudah dijual dengan menyertakan bukti-bukti jual beli, bahwa adanya hambatan kurangnya fasilitas ETLE di beberapa titik jalan raya yang tidak bisa dijangkau. Upaya mengatasinya yaitu dengan cara ETLE Mobile. Bahwa ETLE Mobile merupakan sistem penindakan pelanggaran yang terpasang di kendaraan polisi ataupun menggunakan gawai (handphone). The application of E-tickets is a step taken by the police in realizing public services to be more effective, efficient, transparent and accountable. The purpose of this study is to find out how the implementation of e-tickets is in the jurisdiction of the Bali Police and what are the obstacles to the implementation of e-tickets in the jurisdiction of the Bali Police. The research method used is the empirical research method. The results of the research are ETLE as a record of electronic equipment to be used as a prosecution of traffic violations and road transportation. Regarding traffic violations, the officer will send a notification letter to the vehicle owner containing a request for the vehicle owner to confirm the violation. Obstacles or obstacles to the implementation of e-tickets for traffic violators in the jurisdiction of the Bali Police, related to e-tickets sent to the previous owner of the vehicle because the data on the vehicle documents are still recorded on the previous owner while those who violated were not the previous owner which became an obstacle, can be occur. As an effort to overcome this, the previous owner must confirm / coordinate with the Bali Police ETLE officer, that he was not the one who violated it and confirmed that the vehicle had been sold by including proof of sale and purchase, that there were obstacles to the lack of ETLE facilities at several points on the highway that could not be reached.
