Abstract

The purpose of this study is to determine the Implementation of Alcoholic Beverage License Levy Policy in Merauke Regency. The type of research used is qualitative research with a descriptive approach and uses the basis of field research research. The determination of informants is carried out in a purposive way with a total of 6 informants. The results of this study show that the implementation of the Alcoholic Beverage License Levy Policy in Merauke Regency has not been implemented optimally, it can be seen from several indicators; First; Policy Standards and Objectives, namely the target of the policy to monitor the circulation of alcoholic beverages in Merauke district. Second; Resources, namely people registered with the One-Stop Integrated Services Investment Office, are obedient to pay the levy. Third; The characteristics of the Implementing Organization, namely sanctions given to people who disobey to pay retribution, the sanctions given are early reprimands even to the point of severe sanctions in the form of revocation of business licenses. Fourth; Communication between organizations, namely about the establishment of cooperation between stakeholders involved in licensing issues and control of alcoholic beverages. Fifth; The disposition or attitude of the Implementers, namely the socialization related to the licensing of alcoholic beverage businesses. Sixth; The Socio-Economic Environment, Poitik, namely the alcoholic beverage permit, has a negative impact on the community because it triggers crime, so there needs to be special policies in efforts to circulate alcoholic beverages, as well as more targeted and effective enforcement of legal sanctions.

Abstract

This study aims to describe the leadership of the village head in the implementation of village government in Wasur Village, Merauke Regency. Data collection techniques in the form of observation, interviews and documentation, Data analysis techniques in the form of data presentation, data reduction, and conclusion assessment The results of research on village head leadership in the implementation of village government in Wasur Village, Merauke District have not run effectively in running the village government. This can be seen from the indicators of mobilizing community potential that it is only limited to providing training which is limited both in terms of time and cost, because so far the training has only been aimed at rice farmers and also the managing community. For indicators of the duties of his superior government, the Head of Wasur Village has not fully carried out the duties and responsibilities given to him as the village head, where so far the head of Wasur Village has rarely been in the office, so it is rather difficult to carry out his duties in village government affairs, both development and empowerment matters to the community and other matters entrusted to him, including development affairs. For the indicatot to coordinate the running of the village government, the Village Head still lacks coordination of development activities at the village level and has not optimized all potential development resources, starting from the stages of planning, implementing, supervising, and maintaining development results at the Wasur Village level.

Abstract

Yanggandur Village, Sota District, Merauke Regency has the task of providing services to all elements of society regardless of social status in order to provide excellent service to the community.The purpose of this study is to determine the Effectiveness of Village Officials in Improving Services in Yanggandur Village, Sota District, Merauke Regency. This study uses a qualitative research method with a descriptive approach. The data collection technique uses observation, interview, and documentation techniques. The results of this study illustrate that the effectiveness of the work of village officials in improving services in Yanggandur Village, Sota District, Merauke Regency in the implementation of services has not been carried out effectively. This happens because there is still a lack of government responsibility, especially village officials in providing good services to the community. The initiative of the village officials to adapt to the community environment and also the lack of village office facilities so that all activities do not run well and efficiently. For the Yanggandur village apparatus in order to improve the quality of service, meet the needs of the community well and also build relationships with a more participatory approach with the community so that the services provided will produce good results.

Abstract

The aim of this research is to analyse the empowerment of local pig farmers in Kamundu Village, Merauke District, Merauke Regency. This type of research is descriptive qualitative research using data collection techniques such as observation, interviews, and documentation, while the data analysis techniques involve data reduction, data presentation, and drawing conclusions. The research results on the Empowerment of Local Communities of Pig Farmers in Kamundu Village, Merauke District, Merauke Regency indicate that the empowerment of local communities in Kamundu Village through the pig farming assistance programme, based on 5 indicators studied, has not yet provided a significant and comprehensive impact for the recipient communities. This is evident as the majority of the community receiving pig farming assistance has experienced failure in their farming efforts, and only a small portion of the community has so far succeeded in running their pig farming business with initial capital supported by the government. The lack of specific support for novice farmers, along with the low level of knowledge and experience within the community, and the generally low levels of patience and perseverance in their efforts, have contributed to the failure of the assistance programme provided. Furthermore, the community's desire to earn money quickly without the accompanying spirit of hard work has been a significant factor in the failure of the empowerment programme.
