Abstract

In some cases, great powers have influence on how countries determine their foreign policy. The Horn of Africa is one of the regions in Africa where its countries have foreign policies, which heavily influenced by Great powers. During the decision making process at the United Nations regarding the Russia-Ukraine War, countries in the Horn of Africa do not have a single agreement and instead differ from each other. This study applies qualitative research and employs the theory of Regional Security Complex and Offensive Neorealism to examine how Great powers influence foreign policy decisions making process in the Horn of Africa, in particular the Russia-Ukraine conflict. The results indicate that there are two factors influence the foreign policy making process in the Horn of Africa, namely internal and external factors. Internal factors are historical background, political and economic domestic conditions. External factors illustrate how Great powers play significant role in determining the direction of foreign policy of the Horn of Africa countries relating to the Russia-Ukraine War. Thus, these lead to the difficulty of making single joint agreement to promote prosperity.
