Abstract

Masyarakat Kelurahan Gunung anyar Kota Surabaya sejak lama memiliki kebiasaan menanam Tanaman Telang di Pekarangan rumah maupun di lahan kosong yang tak terpakai. Bunga Telang ini kemudian diolah menjadi minuman sehari-hari yang diyakini memiliki banyak khasiat bagi Kesehatan terutama saat pandemi COVID beberapa waktu lalu. Bahkan sempat diproduksi menjadi Teh Telang, tapi tidak bertahan lama dan berhenti produksi. Penyebabnya karena tidak ada ijin produksi, terdapat masalah kemitraan dengan pihak luar dan manajerial komunitas. Kegiatan pengabdian ini dilakukan untuk mengoptimakan kembali usaha produksi Teh Telang serta manajemen pengorgansiasian yang diinisiasi secara mandiri oleh Komunitas setempat. Metode yang digunakan yakni pendekatan Community Based Participatory Research (CBPR). Pendekatan CBPR memberi kesempatan bagi tim Perguruan Tinggi dan masyarakat kelurahan Gunung anyar untuk bermitra dan menemukan solusi masalah yang dihadapi sehingga dapat meningkatkan kesejahteraan ekonomi. Setelah melakukan Focus Group Discussion (FGD) bersama warga dan melakukan analisis aset awal, maka peneliti Tim UINSA bersama masyarakat memfokuskan upaya pengembangan Teh Telang sebagai alternatif untuk menambah penghasilan warga. Hasil pengabdian ini menunjukkan adanya perubahan mindset dan kemampuan mengorganisir secara mandiri dalam kelompok Klanggri Jaya sebagai komunitas pengelola Teh Telang dengan Pembibitan bunga telang dalam jumlah besar sehingga inovasi produk yang khas yakni teh celup siap seduh dapat diproduksi. The people of Gunung Anyar Urban Village, Surabaya City, have long had the habit of planting Telang plants in their yards and on unused vacant land. Telang flowers are then processed into daily drinks which are believed to have many health benefits, especially during the COVID pandemic some time ago. It was even produced into Telang Tea, but it did not last long and stopped production. The reason is because there is no production license, there are partnership problems with outside parties and community managerial. This service activity was carried out to re-optimize the Telang Tea production business and organizational management which was initiated independently by the local community. The method used is the Community Based Participatory Research (CBPR) approach. The CBPR approach provides an opportunity for the Higher Education team and the Gunung Anyar village community to partner and find solutions to the problems faced so as to improve economic welfare. After conducting a Focus Group Discussion (FGD) with residents and conducting an initial asset analysis, the UINSA Team researchers and the community focused on developing Telang Tea as an alternative to increase residents' income. The results of this service show a change in mindset and the ability to organize independently in the Klanggri Jaya group as a Telang Tea management community by breeding telang flowers in large quantities so that typical product innovations, namely ready-to-brew tea bags, can be produced.

Abstract

This article aims to describe the performance of political parties in pilkada. Pilkada as an integral part of local government system is expected to accelerate the ripening process of democracy in local level. In the event of elections (pilkada), political parties in a hurry and prioritize the aspects of winning candidates and provide tickets for candidates who have a chance to win. This article focused to describe the phenomenon of “the big man” at local elite’s recrutmen whom have a big social capital. This phenomena minimize local elites in local politic and creates political transaction in local politics. The findings indicate that political party has been part of this phenomenon.

Abstract

This study examines the dynamics of deliberative democracy in the practice of Musyawarah Kalurahan (Muskal) in Guwosari Village, Pajangan Sub-district, Bantul Regency. Muskal is positioned as a deliberative public sphere that enables citizens to directly participate in the process of village-level policy formulation. This research employs a descriptive qualitative method with a case study approach. Data were collected through observation of Muskal sessions, interviews with the Chairperson of the Village Consultative Body (Bamuskal), official documentation, and a literature review. Data analysis was conducted using Miles and Huberman’s interactive model, supported by methodological triangulation to ensure data credibility. The findings indicate that, procedurally, Muskal in Guwosari Village reflects key principles of deliberative democracy, particularly inclusiveness and openness in citizen participation. Innovations in participant selection mechanisms and the involvement of citizens directly affected by Village-Owned Enterprise (BUMKal) policies demonstrate efforts to create a more substantive deliberative space. However, at a substantive level, the deliberative process still faces significant limitations, especially the weak presence of critical dialogue and two-way communication between citizens and formal actors. Consequently, Muskal tends to function more as a forum for information dissemination rather than as an active arena of deliberative discourse. This study concludes that the practice of deliberative democracy in Guwosari Village is in a transitional phase structurally progressive yet not fully mature in discursive terms. Therefore, strengthening citizens’ deliberative capacities, facilitating public communication, and cultivating a critical and participatory deliberative culture are necessary to enable Muskal to function as a more substantive and sustainable democratic public sphere.
