Abstract

The purpose of this study is to find out and analyze how effective the use of the village financial systems to minimize and anticipate misuse of village funds and to support transparent, accountable and participative in village financial management regulations. The government is working with the Ministry of Home Affairs and BPKP to develop an application called the Village Financial System (Siskeudes). This research focuses intensively on one particular object, called case study. Data collection was carried out by interview, observation, and documentation methods. The research subjects were the Village Head, Village Secretary, Head of Finance, and village financial system application operators. The research object is the application of the village financial system. The results of this study are that the application of the village financial system is able to improve village financial governance starting from the planning, implementation and reporting/evaluation stages so that it can be structured into a more orderly and detailed manner. Meanwhile, the strategy undertaken in dealing with the obstacles faced by the Village government is to increase understanding and skills in operating the Village Financial Governance System Application by participating in training and practicing the Operating Instructions for the Village Financial Governance System Application. Abstract

All regions in Indonesia have the potential of a unique tourism village and become a tourist attraction. Therefore, encouraging the tourism sector becomes the right choice for the region to advance the economy. The village that has taken advantage of these bureaucracy opportunities in the tourism sector is Gubugklakah Tourism Village, Poncokusumo District, Malang Regency. Indeed it has both positive and negative impacts on the environment and socio-economic conditions of the community. This research was conducted with a qualitative approach to explore how the Existence of Tourism Village Affects Social and Environmental Conditions of Communities in Gubugklakah Village, Poncokusumo District, Malang Regency. The development of agriculture-based tourism in the village of Gubugklakah has a positive influence on the Gubugklakah community, especially on environmental and social aspects. In the environmental aspect, it increases recognition to protect the environment with an eco-friendly lifestyle. The structure development of tourism facilities that are not too conflicting with the local community's natural environment and socio-cultural has caused no pollution of the landscape in the village of Gubugklakah. The development of natural resources that are non-extractive, non-consumptive, and sustainable in tourism helps to lessen the negative impact. Moreover, the local community's role in social activities increases the sustainability of tourism activities in Gubugklah Village.. Keywords: Tourism Village, Community's Social Economic Condition.

Abstract

The successful implementation of community development is very dependent on the role of government and  society. Without involving the community, the village government will not be able to achieve optimal development results. One of the functions of the Village Consultative Body (BPD) is to channel community aspirations in village development planning. Because it is from community participation that the direction of village development is determined. Community participation will be higher if there is encouragement and appeal from the Village Consultative Body (BPD) in implementing development. The role of BPD is very important in absorbing and accommodating people's aspirations. In this study using descriptive qualitative. This type of research is field research, namely conducting research on the role of the Village Consultative Body (BPD) in absorbing community aspirations in village development planning in Wandanpuro Village, Bululawang District. The results of the study show that the role of the Village Consultative Body (BPD) is expected in absorbing community aspirations not only in formal events such as Pra-Musdes/Musdus and Musdes, but is able to take a more approach to the community to accommodate aspirations in order to foster community aspirations and participation in development planning , such as "jagongan", "coffee together", and attending religious activities and cultural meetings in the village area. It is hoped that the Village Consultative Body (BPD) will also seek new strategies to absorb community aspirations in development planning and further enhance hamlet deliberation activities by narrowing their scope, for example at the RT and RW levels. Abstract

The family is an essential social unit that contributes significantly to the protection of children's rights and welfare. In the context of Indonesian law, the legal status of children born out of wedlock was severely limited before the Constitutional Court Decision No. 46/PUU-VIII/2010. This study aims to examine changes in the legal status of out-of-wedlock children and their implications for custody after the decision. This research uses a qualitative method with a literature research approach, through the analysis of primary and secondary legal materials, such as Constitutional Court decisions, scientific literature, legal journals, and relevant laws and regulations. Prior to the Constitutional Court's ruling, children born out of wedlock were only recognized as having a civil relationship with their mother and mother's family, which had an impact on limited children's access to legal identity, custody, and inheritance. However, the Constitutional Court Decision No. 46/PUU-VIII/2010 opens up the opportunity to recognize the legal relationship between an out-of-wedlock child and his biological father, as long as it can be scientifically proven (through DNA tests) and legally. This change strengthens the position of children in obtaining custody (alimentasi), including the right to maintenance, protection, education, and financial support from the biological father. This ruling reflects significant progress in the protection of children's rights and the application of the principle of non-discrimination in Indonesian family law. Nevertheless, implementation in the field still faces challenges, both administratively, such as the convoluted recognition process, and socially, especially the stigma against children out of wedlock. Other challenges include low public legal literacy, limited access to scientific proof institutions, and the non-optimal role of the state in guaranteeing the rights of children born out of wedlock.
