Abstract

Samsat Kerti yang merupakan layanan untuk membayar tunggakan pajak kendaraan bermotor untuk pengesahan tahunan dan kendaraan aktif yang langsung menuju rumah tinggal wajib pajak yang masih tercatat sebagai tunggakan pajak dengan sepeda motor keliling, yang saat ini di hadirkan di seluruh unit-unit pelayanan UPTD PPRD kabupaten/ kota. Keberadaan Samsat Kerti diharapkan dapat mempermudah masyarakat untuk membayar tunggakan pajak kendaraan bermotor. Adanya permasalahan terkait pembayaran pajak kendaraan bermotor melalui Samsat Kerti masih terlihat jauh dari targetnya. Kondisi tersebut di atas melatarbelakangi penelitian ini dalam rangka mengetahui bagaimana efektivitas pelayanan, faktor penghambat dan upaya yang dilakukan pada pelayanan Samsat Kerti dalam pembayaran tunggakan pajak kendaraan bermotor pada Badan Pendapatan Daerah Provinsi Bali. Penelitian ini menggunakan pendekatan metode deskriptif kualitatif. Tujuan penelitian adalah untuk mengetahui dan menganalisis efektivitas pelayanan, faktor penghambat dan upaya yang dilakukan pada pelayanan Samsat Kerti dalam pembayaran tunggakan pajak kendaraan bermotor pada Badan Pendapatan Daerah Provinsi Bali. Hasil penelitian menunjukan bahwa Efektivitas pelayanan Samsat Kerti dalam pembayaran tunggakan Pajak Kendaraan Bermotor pada Badan Pendapatan Daerah Provinsi Bali pendekatan sumber belum sepenuhnya efektif, pendekatan proses dan pendekatan sasaran sudah efektif. Adapun yang menjadi faktor penghambat adalah sarana prasarana seperti jaringan internet dan armada yang belum memadai. Upaya yang dilakukan meningkatkan layanan Samsat Kerti dengan menambahkan sumber daya manusia yang lebih profesional, memfasilitasi jaringan internet dan armada untuk disegala kondisi dan lingkungan, mempermudah syarat dan ketentuan samsat.

Abstract

Purpose: This research provides an alternative strategy in waste management by educating employees through the Graha Sewaka Dharma (GSD) waste bank in the Denpasar City Govermance area in Lumintang which is integrated with the 4R principles. Research methods: This research uses qualitative methods with observation and documentation data collection. The researchers use SWOT analysis (strengths, weaknesses, opportunities and threats) so that it solutions or alternative policy strategies can be found in managing office waste at the GSD Waste Bank. Results and discussion: The presence of the GSD waste bank is able to provide education on sorting waste, raising awareness among employees about collecting waste in a timely manner. Apart from that, employees who hand over waste will receive additional income which can be used for shopping at the Dharma Wiguna Cooperation. Implications: The existence of the GSD waste bank which is integrated with education regarding 4R principles provides basic knowledge for employees to manage waste from its source, namely households and office areas, empowering employees to have knowledge and skills so they are able to sort organic and non-organic waste.

Abstract

This research is motivated by the demands of society regarding public services and the need for innovation in public services, both carried out by the government and other components of society. This research aims to determine service innovations carried out in NTB Province, especially service innovations in several sub-district local governments in West Nusa Tenggara, namely Mataram District, Sekar Beli District,. Next, to determine the inhibiting factors in implementing public service innovation in West Nusa Tenggara. The research method used is a qualitative method with a descriptive approach. The key informants in this research were Mataram District, Sekar Beli District and Sandu Baya District. The results show that Bawasanya innovation services have been carried out in several sub-districts such as PATEN on The Road, Zero Compliant, Gerimis Senja (poverty alleviation movement), android information via online about land information. But there is still low equality in various community service innovation programs in reducing poverty to date. So the government needs to be reviewed and re-evaluated so that the service innovation program created can reach the masses. So that the public feels equal distribution of public service innovation.
