Abstract

Public procurement, the acquisition of goods, services, and works by government entities, is a crucial governance mechanism involving nongovernment players to achieve policy objectives. Despite the Philippines' Government Procurement Reform Act (GPRA) aiming to streamline and standardize procurement processes, corruption, delays, and inadequate management persist. This study comprehensively analyzes public procurement concerns in the Philippines using the Commission on Audit (COA) Annual Reports from 2012 to 2022. Employing directed content analysis with inductive coding, the study identifies 42 weaknesses in public procurement, categorized into procurement management, strategy and planning issues, execution and delivery challenges, financial and budgetary concerns, documentation and compliance gaps, and procurement method issues. Among these, the most frequent issues include inadequate preparation and planning, delayed document submission for audits, and unauthorized or delayed contract awards. Findings indicate significant documentation and compliance gaps, which align with international studies and highlight the need for better management and strategic planning in Philippine public procurement. The study's results suggest that procurement activities in the Philippines require more thorough planning and oversight to avoid dire future consequences. Limitations of the study include the reliance on secondary data and a sample limited to seven government-owned and controlled corporations. Future research should incorporate primary data, larger samples, and inferential analysis to understand better and address procurement challenges. Overall, this study contributes to the literature on public procurement, offering valuable insights for policymakers and stakeholders aiming to enhance procurement processes and achieve greater government accountability.

Abstract

Fast fashion refers to the practice of imitating high-end designer apparel at a lower cost. The low cost of these apparels is achieved by using inferior and unsustainable materials and exploiting workers for long hours and low wages.  This study is about the awareness, buying intentions, and actions of students in Davao City about sustainability issues in the fast fashion sector. It aims to suggest innovative ways to change young consumers’ attitudes and behaviors toward sustainability in fast fashion. For the study, 5 participants are interviewed. The participants interviewed were chosen through purposive sampling. The participants are female 18-19 years old from varying socioeconomic backgrounds. Specifying the participants’ characteristics allows the researcher to gain an understanding of the relationship between consumer consciousness, purchase intentions, and behavior in the fast-fashion industry. The results show that young consumers have varying degrees of understanding about fast fashion and sustainability. This research shows that governments, fashion labels, and organizations interested in sustainable development can use this information to develop sustainable development plans. Public awareness can be improved to reduce youth unsustainability through effective policies, enabling various stakeholders to provide eco-friendly options when dealing with the problem. The generalizability of the results to a larger population can be improved by employing more diverse sample groups. Furthermore, utilizing different approaches and sampling strategies can increase the study's relevance and validate the findings.

Abstract

Loss aversion, a cognitive bias where people weigh potential losses more heavily than equivalent gains, has been extensively studied in behavioral economics (Liu, 2023). This review will explore the factors that condition loss aversion in decision-making: age, education, experience, and cultural norms. All these influences further shape the way people respond to financial decisions, although typically the more experienced or older the person is, the more level-headed he will be in his response to loss. Cultural and social influences play a huge part, especially in the way that societal values can either augment or dampen loss. Marketers have led such consumer behavior over the years by using loss aversion to develop odd-even pricing, product bundling and time-limited offers that attract attention through a false sense of urgency or value for selling more and maximizing profits. The paper promotes rationalistic choice for consumers arguing that increased awareness about loss aversion increases the understanding and balancing features in the choice process. It would occur by increasing the level of financial literacy and understanding of the psychological drivers behind people's decisions, ensuring consumers would avoid impulsive decisions in marketing tactics. The review relied more on the reality of loss aversion in the degree of consumer behavior and marketing. Keywords: loss aversion, cognitive biases, behavioral economics, consumer decision-making
