Abstract

Salah satu sumber informasi penting yang dapat menunjang proses kegiatan administrasi maupun birokrasi adalah arsip (record). Menurut Fathurrahman (2018: 215) Arsip merupakan salah satu sumber informasi yang penting yang dapat menunjang proses kegiatan administrasi maupun birokrasi. Arsip berfungsi sebagai pusat ingatan, alat bantu pengambilan keputusan, bukti eksistensi organisasi dan untuk kepentingan organisasi yang lain. Fungsi arsip yang sangat penting tersebut maka harus ada manajemen atau pengelolaan arsip yang baik sejak penciptaan sampai dengan penyusutan. Dalam penelitian ini, penulis menggunakan pendekatan deskriptif kualitatif dimana peneliti terbatas dalam mengungkapkan suatu masalah atau keadaan maupun peristiwa sebagaimana adanya untuk mengungkapkan fakta dan memberikan gambaran secara objektif tentang keadaan sebenarnya dari objek yang akan diteliti, kemudian Sugiono (2010:11) berpendapat bahwa pada penelitian kualitatif bertujuan untuk mengungkapkan informasi kualitatif sehingga lebih menekankan pada masalah proses dan makna dengan cara mendiskripsikan suatu masalah. Struktur Organisasi tersebut merujuk kepada Peraturan Daerah Kabupaten Pidie Nomor 14 Tahun 2014. Bagian Struktur Organisasi Dinas Perhubungan sebagaimana tercantum dalam lampiran merupakan bagian yang tidak terpisahkan dari Peraturan Bupati. Dinas Perhubungan atau biasa disingkat Dishub daerah Kabupaten Pidie, Provinsi Aceh memiliki tugas untuk menyelenggarakan urusan kebijakan perhubungan atau transportasi untuk daerah Kabupaten Pidie. Pengelolaan kearsipan adalah suatu kegiatan yang meliputi penerimaan, pengarahan, pencatatan, pengendalian, penyimpanan, penemuan kembali. Arsip adalah setiap catatan tertulis baik dalam bentuk gambar ataupun bagan yang memuat keterangan-keterangan mengenai sesuatu subyek (pokok persoalan) ataupun peristiwa yang dibuat orang untuk membantu daya ingatan orang (itu). Arsip statis adalah arsip yang tidak dipergunakan secara langsung dalam penyelenggaraan kegiatan maupun ketatatusahaan.Kata Kunci: Pengelolaan Kearsipan, Efisiensi Kerja Pegawai Pada Dinas Perhubungan Kabupaten Pidie

Abstract

This research was conducted at the Indrajaya District Office, Pidie Regency, which was the object of the research on the public satisfaction index (IKM) towards public services. This research used a quantitative method while the writing used a descriptive method with data collection techniques through questionnaires and observations of the implementation of public services carried out by Government Agencies, namely the Indrajaya District Office. The results of the questionnaire data testing and data processing were in accordance with the general guidelines of the Decree of the Minister of Empowerment of State Civil Apparatus (KEPMEN-PAN Number: KEP / 25 / M.PAN / 2/2004), data processing obtained results that the Public Satisfaction Index (IKM) showed good results with a score of 74.00 in the good category. While to measure the influence of the Public Satisfaction Index (IKM) variable on Public Services at the Indrajaya District Office, Pidie Regency is at 71.4 percent, in other words the Public Satisfaction Index (IKM) has an effect on Public Services at the Indrajaya District Office, Pidie Regency. The research conducted by the author can provide a contribution to public service agencies in this case the Indrajaya District Office, Pidie Regency.

Abstract

The purpose of this study was to determine the function and legality of efforts to improve micro businesses in Indrajaya Pidie District. Community empowerment can be said to be good. The task functions carried out, such as providing counseling to people's economic businesses, checking the recording of funds given to people's economic businesses, supervising and reporting the results of activities on the development of people's economic businesses in Indrajaya District in improving micro businesses. The approach used in this research is a Qualitative approach, this approach is used to understand and interpret the meaning of an event, the interaction of human behavior in a particular situation. In this study using two data models, namely Primary Data, the data that will be used in this study is data derived from interviews with micro business actors in Indrajaya District and Secondary Data, Secondary data is obtained from data inventoried by micro business actors relating to the issue of functions and legality in this study. improve micro-businesses. Furthermore, to conduct this research, researchers used observation, interview and documentation techniques to be more in line with the research mote, namely descriptive qualitative. Microbusiness functions and legality are important things that must be considered for business continuity in improving microbusinesses. The results of the micro business function research play a very important role and must have a business license which is the strength of business legality in carrying out its operations. As many as 78% of microbusinesses in Indrajaya District have functioned well in improving the economy of the lower community and have had a business license from the authorized party. Efforts made in overcoming obstacles to micro businesses in Indrajaya Subdistrict maximize operational time and improve product quality and implement good marketing programs and management. In order to improve better businesses so that the regional economy can increase, especially the level of community welfare is achieved. In addition, the local government needs to increase community motivation in business development, provide guidance and guidance directed at creating a better economic structure in the region, so that the assistance of the national community empowerment program can be useful, especially in developing people's economic businesses. After the research is carried out, it can be concluded that the function and legality of micro businesses in Indrajaya District, Pidie Regency so far in increasing micro businesses is good. Thus it can be seen that the strength of micro businesses in terms of function and legality is good. Abstract

Floods are a natural disaster that significantly impacts the sustainability of government administration and the quality of public services in affected areas. Pidie Jaya Regency, as one of the areas vulnerable to flooding, faces serious challenges in maintaining the effectiveness of public administration functions after a disaster. This study aims to analyze the recovery process and strategies for developing public administration and services after the flood in Pidie Jaya Regency from a public administration perspective. The study focuses on institutional capacity, service governance, inter-agency coordination, and the role of community participation in the recovery phase. The research method used is a descriptive qualitative approach with data collection through interviews, observations, and documentation studies. The results show that post-flood public administration recovery requires institutional strengthening, service digitization, and adaptive policies based on disaster risk. The development of responsive and inclusive public services is key to increasing public trust and the resilience of local government institutions.
