Abstract

Changes in the student admission through an independent selection path have been conducted by Indonesian government/Ministry of education, culture, research and technology. Recently, the undergraduate student admission through an independent selection path was amended when Rector of State University of Lampung (UNILA) was detained by Indonesian Corupsion Commission through catch hands operation or OTT. A specific research focusing on such changes has been under-developed however. This article is specified to discuss this issue. Regulation documents related with this issue published by this government/ministry were exctracted using thematic qualitative content analysis. The findings are as follows. Changes in the undergraduate student admission policy have been formulated by this government/ministry since Law No.12/2012 was enacted up to 2022s. Commercial oriented undergraduate student admissions was explicitly prohibited by this law. However, regulations constituted by this government/ministry in between 2015s and 2020s did not restrain this issue straightforwardly. As such OTT incident took place, this ministry decreed a regulation, named as Permenristikdikti No.48/2022. Commercial-oriented undergraduate student admission using independent selection path was strictly prohibited by this regulation. This principle does not constrain Indonesian state universities’ authonomy regarding the undergraduate student admision. It instead, helps them to not being trapped in corruptive circle behaviors.

Abstract

This article discusses what factors can potentially determine the academic toughness of lecturers in the PTKIN and PTKIS environments in Indonesia during the Covid-19 pandemic. To that end, this article adapts Martin and Marsh's concepts of academic resilience and teacher resilience developed by Beltman and the ideas of Beltman et al., Mansfield et al., and Alyev et al., on the determinants of academic toughness. Survey data from lecturers at PTKIN and PTKIS were analyzed using descriptive statistical analysis and produced the following findings. The academic toughness of potential PTKIN and PTKIS lecturers is determined by the following two groups of factors, namely personal and contextual factors. Trust or belief in self (self-efficacy) and self-respect (self-respect) as lecturers to achieve the learning outcomes they plan to achieve are two important personal factors that can determine the academic toughness of the PTKIN and PTKIS lecturers. In addition, this article also describes six types of potential contextual factors that determine their academic toughness. Both types of groups of factors have the potential to determine their academic resilience in carrying out academic activities, especially in the context of education and teaching that they carry out during the Covid-19 pandemic.

Abstract

This research is intended to examine the readiness and challenges faced by the Indonesian Health Higher Education Independent Accreditation Institute (LAM-PTKes) as an independent accreditation institution with authority to carry out the accreditation of study programs in the science and health professions fields in Indonesia. Based on the case study method, LAM-PTKes generally has the infrastructure and resources to carry out its role as LAM which has the authority to accredit these study programs. The research results show that this institution still has two types of challenges. First, internal challenges include inadequate study program accreditation teams who can understand the technical aspects of accreditation and a need for more supporting IT staff who can help with the accreditation system of these study programs. Second, external challenges, namely the lack of understanding from field study program managers regarding the stages, processes, and documents needed in accreditation and the management system for accreditation supporting documents in general, still need to be better integrated. Despite these challenges, this institution strives to become an influential accreditation body in the national and global arena. To achieve this, this institution needs effective, adaptive and resilient accreditation management and an executive leadership team to manage accreditation issues developing in the digital era.
