Abstract

Globalization has brought significant changes in various aspects of life, including in the governance system. This study aims to analyze the performance of local government organizations in the implementation of technology and its impact on social and cultural changes. Using a literature review approach, this research collects and analyzes various relevant literature sources, including academic journals, books, and research reports. The results of the analysis indicate that local governments face various challenges, such as budget constraints for investing in information technology infrastructure and a lack of technical skills among staff. Nevertheless, small initiatives such as the use of mobile applications for public issue reporting show potential for improving service efficiency. This study also identifies key factors influencing the successful implementation of technology in local government operations, as well as the importance of innovation to meet the demands of increasingly critical citizens. These findings are expected to provide insights for policymakers in formulating more effective strategies to address the challenges of globalization

Abstract

This study aims to identify the leadership styles practiced in the Class 1 Navigation District of Dumai. This research also discusses leadership styles and their relationship with employee work motivation within the organization. To achieve the objectives of this study, 100 questionnaires were distributed and used for data analysis. The research instrument consists of 7 items regarding the respondents' background, 70 items to identify leadership styles, and 30 items to identify employee motivation. Data analysis utilized percentages, means, and Pearson correlation. The leadership styles highlighted in this study are the Path Goal Theory leadership styles, which include directing, supporting, participating, and success-oriented, as well as the Normative Theory, which includes Autocratic, Consultative, and Group styles. To study employee motivation, three dimensions were used: emotions, social relationships, and effort (Luthan 1995). The results of the study found that the practiced leadership style leaned more towards the supporting style (Path Goal Theory) with the highest scale of 4.64. However, the lowest scale was the consultative style at 3.86 (Normative Theory). Furthermore, this study found that autocratic leadership practices (Normative Theory) were also emphasized by leaders while still contributing to organizational progress. In addition, the results indicated a strong and significant relationship between leadership styles and employee work motivation, with coefficient values for all characteristics of leadership styles and employee motivation in the Class 1 Navigation District of Dumai.

Abstract

: This study investigates community empowerment in Dumai, focusing on active participation as a key element. Challenges such as educational inequality, economic uncertainty, limited access to information, and uneven healthcare services are identified as barriers to optimal participation. The research proposes solutions and opportunities for improvement, including strengthening non-formal education, promoting local economic development, leveraging Information and Communication Technology (ICT), and expanding community healthcare services. Drawing on case studies and scholarly insights, the study suggests that investing in these areas can foster community engagement and empowerment. Recommendations encompass enhancing educational accessibility, addressing economic uncertainties through small business development, utilizing ICT for information dissemination, and ensuring equal access to healthcare services. Collaborative efforts involving government, private sectors, and local communities are crucial for implementing effective strategies. This research contributes to the discourse on community empowerment, providing a framework for tailored interventions in Dumai and potentially serving as a model for other communities facing similar challenges.
