Abstract

Introduction: Based on data from the Regional Finance Agency of the Konawe Islands Regency in the 2019 budget year the achievement rate is 21.93%. Meanwhile, for the 2020 fiscal year, it only reached 19.31%. The problem of the level of budget absorption should be reduced if the Regional Device Organization of the Health Office of the Konawe Islands Health Office. Based on this, the researcher is interested in conducting a study on the analysis of the relationship between budget planning and budget absorption in the Regional Device Organization of the Konawe Islands District Health Office. Method: This research is quantitative using a cross sectional design, namely collecting, analyzing, and describing information and data systematically, while increasing understanding of certain phenomena. Result: There is a moderate relationship between planning and budget absorption, it is known from the results of data analysis and obtained a value of X Count or Chi Square 14,653 > from 3.84 or X table and a Phi value of 0.536, there is a moderate relationship between budget execution and budget absorption Conclusion: There needs to be an increase in periodic performance evaluations for the Regional Device Organization of the Konawe Islands District Health Office, especially regarding budget absorption, and it is necessary to improve employee performance by providing training to further deepen their work and fluency in work.

Abstract

Introduction: Along with the rapid development of information technology, there is also the development of an increasingly sophisticated accounting information system in the world of health care, without exception in terms of goods management. Therefore, the management of information systems is an activity that must be carried out in order to ensure that an application of the information system used by the Government agencies as a tool of goods management can provide adequate guarantees of control. Method: The data used is statistical testing using Warp PLS software to find out the factors which affect the implementation of the information system of regional management - goods owned by the District of Kolaka District. Result: The study was conducted in the Kolaka district health department in southeastern Sulawesi province from March to June 2024. The population in this study was an officer who worked in the management of local property in the Kolaka district health department so they obtained a sample of 54 people. Conclusion: The conclusion in this journal is that Planning, Procurement, Use, Entrepreneurship, Exploitation, Maintenance and Elimination influence the Quality of Management of Local Property. It is recommended that each instance's asset manager be included in order to improve their skills in operating Regional Management Information System - Regional Owned Agency applications and to be able to compile a room inventory card at each of those instances.

Abstract

Introduction:Diabetes mellitus (DM) is a silent killer that causes premature death, blindness, heart disease, and kidney failure. The number of DM in 2020 was 422 million people and 537 million in 2021. Indonesia in 2020 was 10.7 million and 19.5 million in 2021. DM cases in Southeast Sulawesi in 2020 were 60.31%, and in 2021 were 64.48%, and in 2022 were 70.76%. The prevalence of DM in Kendari City in 2020 was 12.7%, in 2021 it was 12.3% and in 2022 it was 12.6%. This study aims to determine the relationship between self-monitoring of blood glucose levels and decreasing blood glucose levels in patients with type 2 diabetes mellitus in the Internal Medicine Polyclinic of Kendari City Regional General Hospital. Method:This study was quantitative and conducted using a cross-sectional design. The sample consisted of 178 type 2 diabetes patients visiting the internal medicine clinic of Kendari City Regional General Hospital, obtained through accidental sampling. Data were analyzed using the chi-square test, the correlation test, and binary logistic regression. Result:Using the chi-square test, a p value of 0.000 < 0.05 was obtained for the variable of monitoring glucose levels independently against decreasing blood glucose levels. Conclusion:There is a relationship between monitoring blood glucose levels independently in Type 2 Diabetes Mellitus Patients at the Internal Medicine Polyclinic of Kendari City Regional General Hospital.

Abstract

Introduction: Coastal environmental pollution is one of the biggest challenges for communities whose livelihoods depend heavily on marine resources. Kabaena Island, particularly Baliara Village, faces increasing pollution pressure due to nickel mining activities, unmanaged domestic waste disposal, and intensive fishing vessel operations. This study aimed to analyze the relationship between environmental pollution factors and heavy metal levels in Katamba fish (Lethrinus nebulosus),  Method: This research employed a quantitative analytic approach with a cross-sectional design. A total of 97 respondents were selected using purposive sampling. Data were collected through structured questionnaires as well as fish and seawater samples, which were analyzed in the laboratory using Atomic Absorption Spectrophotometry (AAS) and ICP-OES. Data analysis was conducted using Spearman correlation to examine the association between environmental pollution activities. Result: The results showed that heavy metal concentrations in Katamba fish mostly exceeded the safe consumption limits set by WHO and Government Regulation No. 22/2021. Mining activities were significantly associated with Ni levels (r = –0.200) and seawater pollution (ρ = 0.438). Domestic waste exhibited a significant correlation with Pb levels in fish (r = 0.669), while fishing vessel activities were associated with Cd levels (r = 0.317). These findings highlight the substantial contribution of human activities to increasing heavy metal pollution in coastal areas. Conclusion: There is a relationship between environmental pollutants such as mining activities, domestic waste and fishing boat activities with heavy metal levels such as Hg, Ni, Pb and Cd in seawater and catamba fish.

Abstract

Introduction: Kendari City Hospital, a regional referral hospital in Southeast Sulawesi, experiences a high number of patient visits and a growing demand for medications. However, approximately 14% of medication items were found to be out of stock, including several vital drugs. Method: The research used a qualitative approach, with the following subjects: the Head of the Hospital Pharmacy Installation, RKO), the pharmacy warehouse officer and the managing pharmacist, and. Data collection was conducted through interviews, participant observation, and documentation studies Result: The ABC-VEN method has been proven to assist Kendari City Hospital in identifying drug procurement priorities and reducing the risk of drug shortages, particularly for vital and essential drugs. This method also increases budget efficiency by focusing funds on the drugs most needed for patient care. The implementation of the ABC-VEN method at Kendari City Hospital provides benefits in drug logistics management, but faces challenges in data, human resources, budget, distribution, regulations, and the dynamics of drug demand. Conclusion: The Pharmacy Unit at Kendari City Hospital has integrated ABC and VEN grouping through the ABC–VEN matrix. This method is more effective in identifying drug procurement priorities than conventional methods. Through a combination of analysis (ABC) and (VEN), the pharmacy unit is able to determine which drugs truly receive high priority due to both budgetary value and medical urgency.
