Abstract

Objective: This study aims to evaluate the effectiveness of the SIPEKAT application in improving the promotion procedures for civil servants (ASN) in Sidoarjo Regency and to identify its impacts and challenges. Method: Employing a qualitative case study approach, the research collected data through interviews, observations, and document analysis involving users from the Development and Facilities Division of the Regional Civil Service Agency (BKD). Results: The findings reveal that SIPEKAT significantly reduces the time needed for processing promotion requests, enhances transparency and accountability in personnel management, and underscores the importance of human resource training and development to sustain innovation. However, technical issues such as limited facilities and varying staff competencies remain notable barriers. Novelty: This study contributes to the field by providing a comprehensive assessment of e-Government implementation within regional personnel systems and by offering innovative strategies to overcome technical and human resource-related challenges, thereby advancing the efficiency and effectiveness of local civil service administration.

Abstract

Objective: This study explores the quality of digital population administration services through the ParaDewi application in Bandarasri Village, Mojokerto Regency. The main focus of this study is to assess the impact of ParaDewi's implementation on the effectiveness and efficiency of administration, particularly in the management of documents such as Family Cards, electronic ID cards, and birth certificates. Method: The method used in this study is descriptive qualitative, with data collection conducted through interviews with village officials and the community as service users. For data analysis, the SERVQUAL framework was used to measure service quality based on five dimensions, namely physical evidence, reliability, responsiveness, assurance, and empathy. Results: The findings of this study indicate that ParaDewi has succeeded in improving the quality of population administration services. In terms of physical evidence, the availability of computers, internet access, and digital document systems supports the smooth running of the service process. Reliability is evident in the ability of village officials to provide services on time and in accordance with procedures. Responsiveness is seen in the willingness of officers to help the community, especially those who are not familiar with digital technology. The assurance dimension can be seen in the professional, transparent, and friendly attitude shown by officers, which in turn increases public trust in digital services. Meanwhile, empathy is an important element because officers try to understand the needs of citizens and adjust services to the existing social context. Novelty: This application is an innovation in technology-based public services, aimed at facilitating the community in handling population documents.

Abstract

Objective: The purpose of this study is to examine how the Regional Civil Service Agency (BKD) of Sidoarjo Regency has increased the accountability of civil servants through the use of the Electronic Performance System (E-Kinerja). The background of this research is the transition from a manual performance appraisal system to a digital system, which is expected to improve employee discipline in achieving performance targets and increase transparency and efficiency. Method: qualitative with a descriptive approach through in-depth interviews, observations, and documentation with employees and managers of the e-Performance application at BKD Sidoarjo. Results:  shows that the implementation of e-Performance. Indicators of effective communication, adequate resources, positive employee disposition, and a clear bureaucratic structure. This system has proven to be effective in motivating employees, especially through its integration with the Employee Income Allowance (TPP), and has succeeded in encouraging the creation of a transparent and accountable work culture. Novelty: this research lies in the emphasis that the application of e-Performance does not only function as an administrative instrument, but also as a means to build a work culture that is oriented towards results and accountability in the local government environment.

Abstract

Objective: This study examines the implementation of transformational leadership by Ridwan Kamil within the framework of local government, focusing on his leadership during his tenure as Mayor of Bandung and Governor of West Java. Specifically, it explores three dimensions of transformational leadership proposed by Bass (1990): inspirational motivation, intellectual stimulation, and individualized consideration. Method: The study employs a qualitative literature review with a descriptive analytical approach, utilizing secondary data from academic journals, books, research reports, and official documents related to regional leadership. Results: The findings reveal that Ridwan Kamil effectively applied transformational leadership principles through a creative and inclusive urban development vision, digital innovation in public services, and personalized engagement with the community. Nevertheless, several challenges persisted, particularly bureaucratic rigidity, infrastructure constraints, and demographic diversity in West Java. Novelty: This study contributes to the literature by demonstrating that transformational leadership significantly enhances public participation, reinforces leadership legitimacy, and stimulates innovation in local governance, thereby enriching Bass’s (1990) theoretical model and offering practical insights for regional leadership practices in Indonesia.
