Abstract

This study examines the financial management of Wedi Village in Gedangan District, Sidoarjo Regency, focusing on the alignment between the Annual Village Budget (APBDes) and the Village Medium-Term Development Plan (RPJMDes), the capacity of village officials in report preparation and financial accounting, and the proficiency of SISKEUDES application operators. Applying a qualitative approach, the research employs observations, interviews, and documentation for data collection. While the village demonstrates adherence to regulatory guidelines, hindrances include incomplete accommodation of community aspirations in the APBDes, conflicting central government regulations, and diminished village autonomy in financial management. The study highlights the need for streamlined regulations to enhance village financial autonomy and recommends targeted training programs for officials to address operational challenges in financial management. Highlight : Comprehensive Analysis: This study provides a thorough examination of the financial management practices in Wedi Village, shedding light on the compatibility issues between the APBDes and RPJMDes, as well as challenges in utilizing the SISKEUDES application. Capacity Building: The research underscores the crucial need for targeted training programs for village officials, emphasizing the lack of skills in preparing accountability reports and financial accounting, thereby addressing a key obstacle in effective financial management. Autonomy Challenges: The study highlights the impact of overlapping central government regulations, reduced village autonomy, and the inability to accommodate all community aspirations in the APBDes, advocating for regulatory reforms to empower villages in managing their finances. Abstract

The study analyzed the implementation of waste management at BUMDes Bhirawa in the Mekarsari Integrated Waste Treatment Site (TPST) in Kureksari Village using a qualitative descriptive method. Data was gathered from interviews, observation, documentation, and literature studies, and the informants included the Bhirawa BUMDes Secretary, the Kureksari Village Government, and the TPST users. The research revealed four variables: communication, data source, dispositions, and bureaucratic structure. The results emphasized the importance of effective communication, data management, employee attitudes, and bureaucratic structure for successful waste management programs Highlight : Communication: The study emphasizes the importance of effective communication in waste management programs. Communication was carried out through electronic media, socialization, and training. Data Management: The study highlights the significance of data management in waste management programs. The data source was sufficient, with a special budget for employee salaries and TPST maintenance. Employee Attitudes and Bureaucratic Structure: The study suggests that employee attitudes and bureaucratic structure play a crucial role in successful waste management programs. The results revealed that employees were responsible for their duties, and the bureaucratic structure had clear standard operating procedures and a well-executed division of responsibilities. Criminal law intricately intertwines with everyday life, regulating behaviors, subjects liable for punishment, and corresponding sanctions. This study employs normative research methods, analyzing literature and case studies to investigate violations within the criminal justice system, particularly concerning detention time limits. By scrutinizing legal statutes, theories, and precedents, this research unveils instances where defendants are deprived of their rights through unjustified extensions of detention beyond prescribed limits. The findings underscore the importance of upholding legal safeguards and the implications of disregarding procedural fairness in criminal proceedings.
