Abstract

This study explores the integration of socio-cultural dimensions into Indonesia's maritime defense strategy, focusing on strengthening maritime identity and archipelagic community resilience. It aims to examine multifaceted aspects of maritime identity, identify traditional practices and resilience mechanisms, analyze preservation challenges, explore existing integration efforts, and develop a comprehensive socio-cultural framework for maritime defense. Employing a qualitative, exploratory approach with literature study as the primary data collection method, the research analyzes academic journals, books, and policy documents through thematic analysis and synthesis. Key findings reveal the multifaceted nature of Indonesia's maritime identity, encompassing historical, economic, social, and ecological dimensions. The study highlights the rich traditional ecological knowledge and resilience mechanisms of island communities, including sustainable resource management practices, adaptation strategies, and intergenerational knowledge transfer. Challenges such as urbanization, environmental degradation, cultural erosion, and socioeconomic inequality threaten the preservation of maritime identity and community resilience. The research also identifies existing initiatives successfully integrating socio-cultural elements into maritime strategies, such as community-based monitoring and participatory decision-making processes. The study concludes that Indonesia's maritime strength is intrinsically linked to its socio-cultural heritage and the resilience of its island communities. Integrating these elements into maritime defense strategies can enhance effectiveness, sustainability, and community engagement while preserving cultural identity. The proposed framework offers a holistic approach to maritime defense that harmonizes technological advancement with cultural preservation and community empowerment. This approach recognizes the symbiotic relationship between strategic planning, cultural heritage preservation, and sustainable development, paving the way for a more robust and culturally sensitive maritime defense strategy for Indonesia.

Abstract

This research aims to analyze Indonesia's maritime diplomacy strategy to build strategic alliances to maintain Indonesia's maritime sovereignty. The research method used is a literary study presented descriptively intending to study individuals, groups, organizations, or complex events bound by a certain context. The data collection technique used analyzes documents relevant to the research theme, both from newspapers, national journals, and books with an analytical focus as explained in the theory of Liberal Institutionalism, namely international cooperation and global institutions. Meanwhile, the data analysis techniques used in this research are data reduction, data presentation, and conclusion. The research results show that through effective maritime diplomacy and strategic alliances, Indonesia has succeeded in strengthening its geopolitical position in the Asia-Pacific region, increasing the security of maritime trade routes, and maximizing maritime economic potential. These results show that the Liberal Institutionalism approach can significantly contribute to maintaining Indonesia's maritime sovereignty and security. It is important to pay attention to security, economic and environmental aspects. To maintain this sovereignty, international cooperation is needed through strategic alliances with various countries. This study shows how Indonesia has succeeded in building this alliance.

Abstract

Lokasi geografis mempengaruhi postur pengembangan power suatu negara serta strategi pengembangan dan pengaruhnya di suatu kawasan. Kekuatan Angkatan Laut yang cenderung belum didukung oleh ALUTSISTA yang memadai dalam menjaga dan mengamankan keutuhan wilayah teritorial, akan berdampak pada berkurangnya Bargaining Power Position suatu negara dalam meningkatkan pengaruh Geopolitiknya di Kawasan ASEAN. Penelitian ini bertujuan untuk menganalisis kelemahan dalam aspek pertahanan laut Indonesia dalam rangka mencapai target Minimum Essential Force (MEF) sebagai negara kepulauan terbesar di kawasan ASEAN. MEF merupakan strategi pembangunan kekuatan militer yang bertujuan meningkatkan daya tangkal (deterrence) melalui pemberdayaan sumber daya nasional tanpa terlibat dalam perlombaan persenjataan. Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif analitis. Data diperoleh melalui studi pustaka, analisis dokumen, dan wawancara dengan pakar. Hasil penelitian menunjukkan bahwa meskipun MEF diharapkan dapat meningkatkan bargaining power Indonesia dalam konteks geopolitik regional, pencapaiannya masih belum optimal karena keterbatasan alutsista (alat utama sistem senjata) yang memadai untuk Angkatan Laut. Faktor geografis Indonesia yang strategis juga memiliki peran penting dalam pengembangan kekuatan pertahanan, namun jika tidak diimbangi dengan kemampuan militer yang cukup, dapat menjadi kelemahan tersendiri. Pemenuhan MEF Indonesia akan meningkatkan efek deterrence di kawasan ASEAN, namun perlu upaya lebih untuk mencapai kondisi ideal. Implikasi dari penelitian ini adalah perlunya strategi yang lebih terarah dalam pengembangan kekuatan militer, terutama di sektor pertahanan laut, guna memperkuat posisi Indonesia dalam percaturan geopolitik di ASEAN.

Abstract

The niche industry model in Indonesia's defense industry refers to the development and specialization strategies adopted by defense companies in the country. In response to global dynamics and national defense needs, this model emphasizes focusing on specific market segments or technologies to achieve competitive advantages. This study explains how the niche industry model can enhance the competitiveness of Indonesia's defense industry through specialization in the development, production, and marketing of products or services tailored to specific defense needs. The analysis of this niche industry model involves evaluating various aspects, including technological sustainability, price competitiveness, security, and the ability to meet specific military needs. In the context of Indonesia, where the defense budget is limited, this model creates opportunities for local companies to focus on specific areas such as non-traditional weapon systems, intelligence technology, or cyber security equipment. The success of the niche industry model in Indonesia's defense industry is also closely related to collaborative efforts between the government, industry, and research institutions. This synergy facilitates the exchange of information, resources, and policy support necessary to foster technological development and innovation within this framework. While the niche industry model offers potential competitive advantages, challenges such as developing high-quality human resources, policy changes, and risk management need to be addressed. This study provides an in-depth view of the niche industry model in the context of Indonesia's defense industry, highlighting the opportunities and challenges faced and providing recommendations to support the sustainability and growth of this sector.
