Abstract

he construction sector is a dynamic industry that produces projects in terms of infrastructure and buildings. This sector faces challenges, particularly in worker safety and health (K3) in every project. Statistics show that the increase in fatalities and permanent disability cases due to accidents at construction sites in Indonesia is among the highest compared to other industrial sectors. This study examines the key factors and challenges in meeting occupational safety and health (K3) standards to achieve quality infrastructure. The method used in this study is a literature review conducted through databases such as PubMed, Science Direct, and Google Scholar. After selection, 42 articles were used as sources for analysis in this study. The results indicate that technical aspects, both Internal Risks and Project Risks, are the most influential causes of health and safety risks in a building construction project. Meanwhile, External Non-Technical Risks are the least influential causes of health and safety risks in a building construction project. Risk control can be carried out through good working methods, the use of tools according to warning signs, the appropriate use of personal protective equipment (PPE), and clear explanations of accident risks and risk control methods by the contractor.

Abstract

The aim of this research is to determine the factors that constitute strengths, weaknesses, opportunities and threats in the implementation of K3. The analytical tool used is SWOT analysis. SWOT analysis is carried out in several stages, namely Internal Factor Assessment, External Factor Assessment, creating a SWOT matrix, SWOT Score Calculation, SWOT Analysis Diagram and Internal and External Factor Matrix. The results are 1) Based on the SWOT analysis diagram, it is stated that the strategy to improve the implementation of occupational safety and health in the DPRKP and Cipta Karya Buildings in East Java Province that has been carried out so far is to support an aggressive strategy. 2) Based on the matrix of internal factors and external factors, it is known that the company can be efficient in the various strategies it implements. Companies can also collaborate with other service providers to provide K3 training for construction workers. However, with the condition of the company being in a downsizing cell, the company needs to downsize its investment, so it needs to implement a survival strategy. If linked to alternative strategies formulated through the SWOT matrix, then the alternative strategy that is closely related to survival strategy is the WO strategy alternative. Therefore, the alternative strategy that needs to be implemented by the company is an alternative WO strategy which consists of: (1) developing company work standards in accordance with government regulations regarding K3, (2) providing strict sanctions against construction workers who violate the rules, and (3) improve the flow of accident investigations and reporting.

Abstract

This study aims to develop a model for implementing a Construction Safety Management System (CSMS) in accordance with Minister of Public Works and Public Housing Regulation Number 10 of 2021, tailored to support infrastructure development in East Java Province. Employing a qualitative research approach with a phenomenological lens, the interpretative phenomenological analysis yielded four key themes and thirteen associated insights. These include a detailed breakdown of the SMKK document, the scope of integrated construction work, special work considerations, and safety guarantees for buildings and construction assets. Noteworthy findings encompass the comprehensive structure of the SMKK document, the regulatory landscape shaping integrated construction, criteria for special work, and the roles of infrastructure operators and project organizers in ensuring construction safety.
