Abstract

This study examines disaster management governance in Deli Serdang Regency, North Sumatra, from a public administration perspective, emphasizing disaster governance as an administratively embedded and multi-dimensional process rather than a purely technical function. Using a qualitative descriptive case study design, the research analyzes how institutional arrangements, administrative capacity, inter-agency coordination, community participation, and accountability interact in shaping local disaster management practices, with particular attention to the 2025 flood events. Data were collected through document analysis, secondary data review, and targeted literature analysis, and were examined using thematic analysis guided by public administration and collaborative governance theories. The findings indicate that while formal disaster management institutions and policies are in place, governance practices remain largely reactive, with limited emphasis on preparedness, mitigation, and long-term risk reduction. Administrative capacity constraints, fragmented coordination, under-institutionalized collaboration, and minimal community involvement in planning processes significantly restrict governance effectiveness

Abstract

The implementation of Government Regulation Number 7 of 2021 concerning the Facilitation, Protection, and Empowerment of Cooperatives and Micro, Small, and Medium Enterprises (MSMEs) emphasizes the importance of strengthening community-based entrepreneurship through innovation and the utilization of local resources. One of the strategic efforts to support this objective is the entrepreneurship training program entitled “SEKABU CENT: Utilization of Rice Husks and Bagasse into Bakhoor.” This program aims to enhance entrepreneurial capacity, improve environmental awareness, and create value-added products from agricultural waste materials that are often underutilized. The training targeted community members and prospective entrepreneurs by providing knowledge and practical skills in processing rice husks and sugarcane bagasse into bakhoor products with economic value. The method employed included socialization activities, hands-on workshops, mentoring sessions, and product development practices. The results indicate that participants gained a better understanding of waste utilization, entrepreneurial management, and product marketing strategies. Participants were also able to produce innovative bakhoor products with potential market competitiveness while contributing to environmental sustainability through waste reduction. The program demonstrates that entrepreneurship training based on local resource utilization can serve as an effective instrument for implementing Government Regulation Number 7 of 2021 by fostering economic empowerment, encouraging business independence, and supporting the growth of sustainable MSMEs. These findings highlight the significance of integrating entrepreneurship education with local potential development to strengthen community economic resilience and promote inclusive economic growth.

Abstract

The internal collaboration of the Bulu Cina Village Government and the Lembaga Kemasyarakatan Desa (LKD) (LKD) has a positive impact on the progress of the welfare of the village community. The involvement of community actors and communities at the local level is a strategic step in the management of village funds to provide transparent and accountable effects, as mandated by the collaborative governance model so that the results of development become more beneficial to the people of Bulu Cina Village. This research uses a qualitative method. The technique of taking informants is carried out by snowball sampling while maintaining independence in expressing opinions. Data collection methods with in-depth interviews, observation and analysis of documents. Data analysis was carried out interactively, starting from data collection, data condensation, data display, and research conclusions that were drawn and combined with descriptive data display. The results of the study show that the collaborative process has not gone well, as can be seen from the election of LKD administrators is still based on the appointment of the Village Head and does not have representation from each hamlet. However, as time goes by, there has been an understanding between the government of Bulu Cina Village and the Lembaga Kemasyarakatan Desa (LKD).
